Record of Decision (ROD)

The ROD identifies preferred alternative, mitigation measures that will be taken, and is final environmental approval needed before proceeding to final design and construction.

Environmental study

Final Environmental Impact Statement (FEIS)

WisDOT in cooperation with Federal Highway Administration (FHWA), completed a FEIS. The FEIS is the decision document for major highway projects developed under National Environmental Policy Act. It includes:

  • Purpose and need for the project
  • Range of alternatives considered
  • Environmental consequences
  • Selected alternative
  • Results of the March 22 and 23, 2011 public hearing and agency comments on Supplemental Draft EIS (SDEIS)

The Reduced Impacts Alternative (7 MB), including an Adjacent Arterials component, was selected and is presented in FEIS.

Here are some key design features:

  • A fully modernized freeway with full inside and outside shoulders, right-hand entrances and exits.
  • Rebuilt interchanges at North Avenue, Watertown Plank Road, Bluemound Road/Wisconsin Avenue, Greenfield Avenue, 84th Street and WIS 100.
  • Cost effective solution for additional lanes in the east/west direction if they are needed in the future.
  • Safe, reliable access to the Regional Medical Center.
  • Improved local roads: 84th Street/Glenview Avenue, Watertown Plank Road, WIS 100.
