Work began on the Zoo Interchange Corridor Study in 2007. Since then hundreds of planners, engineers and technical experts have worked on the project to develop plans that reflect the needs and expectations of the community.

The Wisconsin Department of Transportation does not hire construction workers directly; WisDOT awards construction contracts to the lowest bidding prime contractor, who hires their own employees. WisDOT Provides Equal Access to Workforce Opportunities Through TrANS Program

The TrANS program is a public-private model for collaboration and success for preparing Wisconsin’s untapped workforce with the skills needed to gain access to the road construction industry as laborers and apprentices. WisDOT’s workforce generating contract provisions include:

  • Additional Special Provision 1 for TrANS Program Employment Placements and Apprenticeship
  • Workforce Opportunity Special Provision requiring Contractor & TrANS Graduate Networking Session

Work Force Development

WisDOT anticipates a number of Disadvantaged Business Enterprise (DBE) contracting and labor training opportunities during the Zoo Interchange Project. To ensure that the project’s labor development and disadvantaged business contracting goals meet the needs of the communities around the Zoo Interchange, WisDOT created the DBE Business Advisory and Labor Advisory committees.

The Labor Advisory Committee will help address workforce training, accessibility to jobs and long-term prospects for the labor force. The Business Advisory Committee will help WisDOT set DBE contracting goals, market the opportunities to DBE firms, help DBE firms develop capacity and capabilities, and monitor contracting progress.

There are various business and labor opportunities on the project, including those for certified Disadvantaged Business Enterprise (DBE) firms.
