Construction updates for Nov. 6 to Nov. 17, 2017

Welcome to construction information for every state highway construction project currently underway in northeast Wisconsin. This website is published by the Wisconsin Department of Transportation (WisDOT) Northeast Region communication managers Mark and Melissa. Here you can find details and detours on any state highway construction project in our 11-county area. Updates include a two-week description of construction operations taking place, traffic impacts, detours, schedule, cost, and project location/limits. BROWN COUNTY

 

I-43 resurfacing and bridge overlays, WIS 172 cable guard installation

Location/limits: I-43 (WIS 96 to WIS 172); WIS 172 (Webster Ave. to I-43/WIS 172 ramps)

Schedule: March 20, 2017 to November 2017

Length: I-43 (10.6 miles), WIS 172 (2.98 miles)

Cost: $16.5 million

Description of work: Work on I-43 consists of concrete base patching of I-43 mainline (northbound and southbound), milling 2-inches of asphalt pavement and placing 4-inches of new asphalt pavement, signing, pavement marking, concrete overlay on various bridge structures, and concrete deck replacement of the US 141/County Road MM bridge over I-43. Work on WIS 172 consists of installing cable guard and median grading. WIS 172 work will take place during nighttime hours starting in July.

November 6 to November 10: Traffic control contractor removed all traffic control devices. Project complete.

BROWN AND OUTAGAMIE COUNTIES

 

I-41 resurfacing, ramp and bridge structure work

Location/limits: I-41, County J in Outagamie County to Orange Lane in Brown County

Length: 10.35 miles

Schedule: Feb. 20, 2017 to November 2017

Description of work: Work will include milling off and resurfacing existing pavement, concrete pavement patch repairs, cable guard installation, polymer high-friction surface treatment application on bridge decks, beam guard replacements, grading, concrete pavement, storm sewer, culvert pipe replacements and lining, intelligent transportation systems (ITS) installation, signing and pavement marking. Other improvements include deck repair to the Apple Creek bridges due to deterioration, expansion of capacity at the County S Park and Ride, reconstruction of the Wrightstown Weigh Station ramps, and the addition of an auxiliary lane from the weigh station to County U northbound I-41 off-ramp.

November 6 to November 10: Work will continue installing signs, beamguard and pipe liners, and cleaning culvert pipes. Paving and pavement marking at the County S Park & Ride expansion will be completed. Pavement marking operations will continue I-41.

November 13 to November 17: Cleaning of culvert pipes will be completed along with the final landscaping of any remaining disturbed areas on the project. All permanent pavement markings should be complete. Removal of traffic control devices will begin.

Traffic impacts: I-41 nighttime lane closures will take place from 7 p.m. to 6 a.m. A minimum of one lane in each direction will remain open. Southbound I-41 off-ramp to County S will be closed from 7 p.m., Wednesday, Nov. 8 to 6 a.m., Thursday, Nov. 9.

BROWN AND SHAWANO COUNTIES

 

WIS 29/156 Intersection

Location: WIS 156 (WIS 55 to WIS 29), Old 29 Drive (WIS 156 to County Y), WIS 29 at WIS 156 and St. Augustine Rd

Schedule: July 10, 2017 to September 2018

Length of project: 6.3 miles

Cost: $5.2 million

Description of work: Realignment of St. Augustine Road and construction of a new overpass at WIS 29/St. Augustine Road. The project will eliminate the existing WIS 156/St Augustine Road intersection with WIS 29. Relocation of WIS 156 onto Old 29 Drive and County Y to the WIS 29/32 interchange. Portions of Old 29 Drive/County Y intersection will be reconstructed to accommodate the new WIS 156 route. Resurfacing 4 miles of WIS 156 and 2 miles of new WIS 156 (on Old 29 Drive). Construction of three new box culverts. New culvert pipes, guard rail, signing and pavement marking.

November 6 to November 10: The contractor continued earthwork for the overpass on both sides of WIS 29. Barrier wall was set and construction began on the pier for the overpass bridge in the median of WIS 29.

November 13 to November 17: The contractor will continue earthwork for the overpass on both sides of WIS 29. Construction will continue work on the pier for the overpass bridge in the median of WIS 29. Restoration will occur as necessary.

Traffic impacts: The WIS 29/156 intersection is permanently closed. WIS 156 now travels along its new alignment via Old 29 Drive and County Y, ending at the WIS 29/32 interchange.

  • WIS 29 will have inside lane and shoulder closures (highway will remain open).
  • St. Augustine Road south of Cottonwood Drive will be CLOSED for the duration of the project. There will be no access to/from St. Augustine Road and WIS 29. Local traffic can use Cottonwood Drive to WIS 32 to access WIS 29 in either direction.

FOND DU LAC COUNTY

 

WIS 67 Long Lake box culvert project

Location/limits: WIS 67, US 45 to the east Fond du Lac/Sheboygan County line

Schedule: September 11, 2017 to mid-November 2017.

Length: 0.012 miles

Cost: $372,982

Description of work: This project involves replacing two existing culvert pipes with a box culvert along with stream modifications and reconstruction, and wetland scraping. The intent is to improve the natural stream characteristics, enhance fish and wildlife movement, and restore fish spawning habitat of the unnamed tributary to Long Lake. This project will also include asphalt pavement, pavement marking, berm construction and all incidental items necessary for completion.

November 6 to November 10: Completed construction of the new box culvert, placed remaining streambed material, placed rip rap, placed base aggregate for roadway, installed fish passage monitoring antennae, placed topsoil, and opened stream.

November 13 to November 15: Contractor will pave asphalt, place concrete for driveway, place base aggregate shoulders, install signing and perform final restoration. WIS 67 detour scheduled to be removed on Wednesday. Project completion expected to be Wednesday.

Traffic impacts: WIS 67 is closed from Lakeview Road to Boy Scout Drive for the duration of the project with a posted detour route. Tentative road opening date is Wednesday, Nov. 15.

Detour: Northbound WIS 67 detour route will follow County F to County A to WIS 67, and reverse for southbound traffic detour.

 

MARINETTE COUNTY

 

US 8 resurfacing

Location/limits: US 8 from west County Line to County O east of Dunbar

Schedule: Aug. 9 to November 2017

Length of project: 14.26 miles

Cost: $5.3 million

Description of work: This work includes milling and resurfacing of US 8, replacement of curb and gutter and concrete sidewalk in the town of Goodman. Work will also include slope flattening along various rural areas, culverts, guardrail, signing, erosion control, restoration, and pavement markings.

November 6 to November 10: The contractor completed pavement markings.

November 13 to November 17: Minor punchlist work.

Traffic impacts: US 8 will remain open during construction with flagging operations.

 

OUTAGAMIE COUNTY

 

WIS 55 Little Henry Creek box culvert reconstruction

Location/limits: WIS 55 (Main Street) from Morrow Street to Robbins Street in Seymour

Schedule: September 11, 2017 to November 17, 2017

Length: 0.028 miles

Cost: $650,000

Description of work: The improvement project consists of reconstructing a portion of the Little Henry Creek box culvert, grading, concrete and asphalt paving on Main Street, WIS 55.

November 6 to November 10: Sidewalk, curb and gutter and concrete base have been completed. Preparation for asphalt pavement will begin early in the week with paving scheduled for late in the week. Landscaping activities are also planned for this week.

November 13 to November 17: The contractor plans to complete major work activities this week and remove the detour by the end of the week.

Traffic Impacts: WIS 55 (Main Street) is closed from Morrow Street to Robbins Street for the duration of the project.

Detour: Traffic will be detoured around the project work zone via Mainline Drive and County G. The detour will be in place for the entire project timeframe.

 

SHEBOYGAN COUNTY

 

WIS 42 (Calumet Drive) reconstruction

Location/limits: Calumet Drive from Main Avenue to 26th Street in the city of Sheboygan, and from Mueller Road to I-43.

Schedule: May 22, 2017 to mid-November 2017

Length: 1.5 mile

Cost: $3.3 million

Description of work: The project includes full reconstruction of WIS 42 from Main Avenue to 26th Street, a total length of one-half mile, and pavement rehabilitation of WIS 42 from Mueller Road to I-43, a total length of 1 mile. Work consists of earthwork and grading, water main, sanitary sewer and storm sewer, base aggregate, concrete pavement, concrete pavement repair, concrete curb and gutter, concrete sidewalk, street lighting, traffic signals, landscaping, pavement markings, and sign replacement.

November 6 to November 10: The contractor finished placing concrete sidewalk along the west side of WIS 42 (Calumet Drive) from Main Avenue to 26th Street. They continued work on the permanent traffic signals at WIS 42 and North Avenue intersection. They finished work on the permanent traffic signals at the WIS 42 and County J/DL intersection. They continued work on the street lighting along WIS 42 (Calumet Drive) from Main Avenue to 27th Street. They placed the permanent pavement markings throughout the project.

November 13 to November 17: The contractor will finish installing the permanent traffic signals and remove the temporary signals at the WIS 42 and North Avenue intersection. They will finish work on the street lighting along WIS 42 (Calumet Drive) from Main Avenue to 27th Street. They will place the remaining concrete within the right turn island in the southeast quadrant of WIS 42 and North Avenue intersection. They will install the remainder of the signs throughout the project.

Traffic impacts: WIS 42 and North Avenue will remain open to a minimum of one lane of traffic in each direction at all times. Various turning movements will be prohibited at the WIS 42 and North Avenue intersection at times during construction.

Current Traffic Restrictions:

  • WIS 42 (Calumet Drive) is reduced to one lane in each direction from Main Avenue to 27th Street.
  • North Avenue is reduced to one lane in each direction from 24th Street to 21st Street.
  • Left turn prohibited from North Avenue eastbound to WIS 42 (Calumet Drive) northbound.
  • Left turn prohibited from North Avenue westbound to WIS 42 (Calumet Drive) southbound.

Detour: None

 

WIS 144 reconditioning

Location/limits: WIS 144 from WIS 28 in Silver Creek to WIS 57 in Random Lake

Length: 6.85 miles

Schedule: July 10, 2017 to November 2017

Cost: $5 Million

Description of work: Work will consist of milling and resurfacing 6.85 miles of WIS 144 and widening the travel lanes by two feet, widening shoulders, replacing curb and gutter, replacing storm sewer in Silver Creek, replacing culverts, updating existing beam guard, flattening side slopes, and upgrading several intersections.

Here is a summary of the WIS 144 intersection improvements.

  • WIS 28: Updating pavement marking
  • County Road I: Adding right-turn lane and curb returns with increased radius and offset
  • County Road DE: Adding right-turn lane
  • County Road DE/Silver Creek: Adding curb returns with increased radius and offset
  • Lone Pine: Adding curb returns with increased radius and offset
  • Riverview: Adding curb returns
  • Schroeter: Adding curb returns
  • Lynn: Adding curb returns with increased radius and offset

November 6 to November 10: Driveways work and pavement markings will finish. Crews are scheduled to remove the detour by Friday evening. The detour was scheduled to be removed on Tuesday, but damage to highway marking equipment postponed pavement marking until a new marking unit could be brought on site.

November 13 to November 17: Contractor will complete minor punchlist items.

Traffic impacts: WIS 144 is closed from Carroll Street to WIS 28 for the duration of the project. Local access to the project will be allowed at various side streets. WIS 144 is scheduled to open on Friday evening, Nov. 10.

Detour: The detour will be north along WIS 28, east on County A and south on WIS 57.

 

WINNEBAGO COUNTY

 

Project name: WIS 116, Wolf River Bridge and Approaches

Location: WIS 116, village of Winneconne

Schedule: September 2017 to September 2019

Cost: $11.4 Million

Description: Replace the existing lift bridge with a new high-level fixed bridge located immediately south of the existing bridge. Reconstruct roadway approaches between 2nd Street and 2nd Avenue and construct retaining walls on both sides to minimize the impacts to adjacent properties. Construct two new fishing platforms in the location of existing bridge that extend out roughly 220 feet from each river bank.

November 6 to November 10: The grading contractor plans to place topsoil on S. 1st Ave and N. 1st Street. The landscaping contractor plans to then install soil stabilizer. The retaining wall contractor plans to continue to construct the retaining wall for the west bridge approach. The structure contractor plans to work on the coping and the anchor slabs for the retaining wall for the west bridge approach. The structure contractor also plans to drive piling for piers 1 and 2, remove the temporary shoring on the east side of the river, and drive piling for the east abutment.

November 13 to November 17: The structure contractor plans to drive piling for piers 2 and 5, pour the concrete seals for pier 1 and 2, construct the west abutment and coping, continue constructing the east shore sea wall, and drive piling for the east abutment.

Traffic impacts: WIS 116 open to two-way traffic but may be restricted to one-lane during non-peak daytime hours using flagging operations. WIS 116 restored to full two-way operation during non-working hours. South 1st Avenue closed permanently. South 1st Street and North 1st Avenue closed for roughly 4 weeks during this stage.

 

WIS 441 Tri-County Expansion Project: I-41 Interchange Ramps

Location: I-41 US 10/ WIS 441 Interchange

Schedule: March 2017 to September 2018

Length: 0.865 miles

Cost: $14.7 million

Description of work: This work is part of the WIS 441 Tri-County Expansion Project. The work under this contract shall consist of excavation common, breaker run, base aggregate dense, concrete pavement, HMA pavement, storm sewer, erosion control items, pavement marking, structure polymer overlays, Structures B-70-407, B-70-409, S-70-257, N-70-100, N-70-101, N-70-110 and all incidental items necessary to complete the work as shown on the plans and included in the proposal and contract.

November 6 to November 10: Drilling and setting of the noisewall posts over Tayco Street will continue. Setting noisewall panels at the Francis Street noisewall will continue.

November 13 to November 17: Restoration of the topsoil is scheduled to take place by the Francis St. noisewall. Noisewall crews will continue drilling and setting noisewall posts over Tayco Street. Noisewall panels are scheduled to be set on the noisewall over Tayco Street.

Traffic Impacts: Lane and ramp closures of the I-41 and US 10/WIS 441 interchange will be used as needed for specific operations. Westbound US 10 off-ramp to Racine St. and the outside lane of westbound US 10 will be closed nightly starting October 30 for the installation of noisewall panels. Eastbound US 10 off-ramp to Racine St. and the outside lane of eastbound US 10 will be closed nightly starting November 1 for noisewall construction. Please refer to the project website for specific dates and times for closures.

WIS 441 Tri-County Expansion Project: Roland Kampo Bridge redecking and I-41/US 10/WIS 441 interchange structures

Location: town of Menasha

Schedule: August 2016 to July 2018

Length: 0.979 miles

Cost: $54 million

Description of work: This work is part of the WIS 441 Tri-County Expansion Project. The work under this contract consists of common excavation, borrow excavation, construction of interchange structures, redecking of bridge, median piers, concrete pavement, HMA pavement, storm sewer and erosion control, and all incidental items necessary to complete the work as shown on the plans.

November 6 to November 10: Work will continue decking and reinforcing steel will be placed on B-70-061, the westbound US 10/WIS 441 structure over Little Lake Butte des Morts. Decking will continue on the B-70-401, future westbound structure over I-41. Work will continue decking on the west US 10/WIS 441 to south I-41 structure, unit 3 (B-70-405). There may be a deck pour on B-70-401, on the north side of B-70-401 from pier 9 to C1. Painters will place cables for when they return to paint in spring. Parapet work on B-70-061 will continue. Placement of reinforcing steel will continue. Contractor will work on removing some of the causeway material, and using it as slope paving at the east abutment of the B-70-061 structure. Contractor will place overhang brackets on B-70-405 over US 10/WIS 441 using a full night closure the nights of Tuesday and Wednesday, November 7 and November 8.

November 13 to November 17: Work will continue decking and reinforcing steel will be placed on B-70-061, the westbound US 10/WIS 441 structure over Little Lake Butte des Morts. Decking will continue on the B-70-401, future westbound structure over I-41. Work will continue decking on the west US 10/WIS 441 to south I-41 structure, unit 3 (B-70-405). Parapet work on B-70-061 will continue. Placement of reinforcing steel will continue. Contractor will work on removing some of the causeway material, and using it as slope paving at the east abutment of the B-70-061 structure. If temperatures and weather conditions allow, the contractor may make one more deck pour on B-70-401, on the south side of B-70-401 from pier 9 to C1.

Traffic Impacts: There will be a full closure on US 10/WIS 441 over I-41 on Tuesday (Nov. 7) and Wednesday (Nov. 8) between the hours of 9 p.m. and 6 a.m. Please plan accordingly and follow the detour or utilize a different route. The west US 10/WIS 441 to north I-41 ramp is closed for much of the project. There will be various lane, ramp, and mainline closures at different times, throughout the duration of the project to mobilize equipment, build substructures, demo bridges, set girders and strip formwork. Prior notification of those closures will be on website, PCMS boards, news releases and social media, along with guidance to preferred routes.

WIS 441 Tri-County Expansion Project: US 10/WIS 441 Midway Interchange Mainline

Location: US 10/WIS 441 at the Midway Road Interchange

Schedule: July 2017 to November 2018

Length: 1.237 miles

Cost: $14.2 million

Description: This work is part of the WIS 441 Tri-County Expansion Project. The project consists of reconstructing US 10/WIS 441 at the Midway Road Interchange. Contract work includes common excavation, roadway embankment, prefabricated vertical and horizontal drains, base aggregate, concrete pavement, asphalt pavement, storm sewer, bridge demolition, bridge construction, retaining walls, sign structures, signing, pavement marking, and lighting.

November 6 to November 10: Construction of retaining walls continued. The bridge contractor installed piling for the north abutment of the bridge.

November 13 to November 17: Construction of retaining walls will continue. The bridge contractor will continue construction of the north abutment of the bridge.

Traffic impacts: There are long-term closures currently at the US 10 eastbound entrance ramp from County AP/Midway Road, the US 10 eastbound exit ramp to County AP/Midway Road, and the US 10 westbound exit ramp to County AP/Midway Road.

WIS 441 Tri-County Expansion Project: US 10/WIS 441 bridges

Location: US 10/WIS 441 bridges over Oneida Street

Schedule: July 2017 to November 2017

Length: 0.689 miles

Cost: $3.2 million

Description: This work is part of the WIS 441 Tri-County Expansion Project. The project consists of widening bridges B-70-115 and B-70-116 over Oneida Street for future expansion of US 10/WIS 441. The work under this contract includes common excavation, storm sewer, bridge widening and deck replacement, erosion control, asphaltic pavement, pavement marking, removals and all incidental items necessary to complete the work as shown on the plans and included in the proposal and contract.

November 6 to November 10: The contractor removed barrier wall and painted new pavement markings. Traffic was switched to the final stage for this project.

November 13 to November 17: The contractor will be removing traffic control items from WIS 441.

Traffic impacts: None.

WIS 441 Tri-County Expansion Project: Oneida Street intersections

Location: US 10/WIS 441, Oneida Street (Valley Road & Midway Road)

Schedule: September 5, 2017 to June 2018

Length: 0.37 miles

Cost: $3.7 million

Description: This work is part of the WIS 441 Tri-County Expansion Project. The project consists of removals, common excavation, concrete pavement, concrete curb and gutter, storm sewer, erosion control, pavement marking, street lighting, traffic signals and all incidental items necessary to complete the work as shown on the plans and included in the proposal and contract.

November 6 to November 11: The contractor continued working on Oneida Street north of Midway Road. The contractor finished concrete paving and the colored crosswalks. The contractor continued installing the curb and gutter, and placement of the concrete grade beam.

November 13 to November 18: The contractor will continue working on Oneida Street north of Midway Road. The contractor will finish curb and gutter, constructing the concrete grade beam, pouring sidewalk and the colored median islands. The contractor plans to pave asphalt and install pavement markings later in the week.

Traffic impacts: Oneida Street will remain closed north of Midway Road to Primrose Lane. Primrose Lane will be closed at Oneida Street. Maloa Street will be closed at Midway Road. Midway Road will remain open to two lanes of traffic.

NORTHEAST REGION-WIDE WORK

Sign Bridge Replacement

Location/limits: Various locations in the Northeast, North Central and Northwest regions

Schedule: November 13, 2017 to December 2017

Cost: $152,715.00

Description of work: Minor repair/maintenance of existing sign bridges in Northeast, Northwest, and North Central regions of Wisconsin.

November 13 to November 17:  The contractor will work on sign bridge structures on I-535 in Douglas County, US 8 in Polk County, US 10 and WIS 35 in Pierce County, WIS 178, WIS 124 and WIS 29 Business Spur in Chippewa County.

November 20 to November 24:  The contractor will work on sign bridge structures on US 51 and WIS 13 in Marathon County, WIS 110 in Waupaca County, WIS 21 in Waushara County and County Road G and VK in Brown County.

Traffic impacts: Short-term shoulder or lane closures may occur in locations of sign bridge maintenance.
