Project Overview
Construction begins the summer of 2026 to improve seven flyover ramp/bridge structures on I-41 at system interchanges in Brown and Winnebago counties. The purpose of this website is to provide 2026/2027 construction information including scope, schedule, traffic impacts, business resources, and project contacts.
Project location
The project will take place on seven flyover ramps along I-41 in Brown and Winnebago counties.
- Three flyover ramps at the I-41/I-43 interchange in Brown County:
- I-41 northbound to I-43 southbound (over Velp Avenue)
- I-43 northbound to I-41 southbound (over I-41)
- I-43 northbound I-41 northbound (over Overland Road)
- Three flyover ramps at the I-41/WIS 32/WIS 29 interchange in Brown County:
- I-41 southbound to WIS 29 westbound (over WIS 29)
- WIS 29 eastbound to I-41 northbound (over I-41)
- I-41 northbound to WIS 29 westbound (over I-41/WIS 29)
- One flyover ramp at the I-41/US 45 interchange in Winnebago County
- I-41 northbound to US 45 westbound (over I-41)

Project purpose and need
The existing deck surfaces show signs of deterioration and wear. The purpose of the project is to extend the life of the system interchange flyover ramp structures.
Project improvements
This is a bridge preservation project. Project improvements include:
- Milling a portion of the deck, performing deck repairs, and overlaying with a polyester polymer concrete (PPC) overlay
- Six interchange flyover ramp bridge overlays are in Brown County.
- Polymer overlay at the I-41 and US-45 system interchange ramp.
Anticipated benefits
The bridge deck overlay project will extend the service life of these critical infrastructure components by addressing the accelerated deterioration and wear of the existing deck surfaces. Anticipated benefits include a significant increase in the overall lifespan of the flyover structures, reduced future maintenance costs through proactive preservation, smoother driving lanes that improve motorist comfort and efficiency, and enhanced safety via a restored bridge deck overlay.
Schedule
Construction is planned to begin in summer of 2026 and finish in fall of 2027.
Traffic impacts
Traffic impacts at the I-41 and I-43 system interchange in Brown County are planned for 2026. The ramps will remain OPEN with lane closures. Lane closures may cause delays during peak travel times. Please check back for specific dates/times of lane closures.
- I-41 northbound to I-43 southbound flyover ramp: Ramp open with single lane closures
- I-43 northbound to I-41 southbound flyover ramp: Ramp open with single lane closures
- I-43 northbound to I-41/US 41 northbound flyover ramp: Ramp open with single lane closures
Traffic impacts at the I-41 and WIS 29/WIS 32 system interchange are planned in 2026/2027. Some full closures will be needed for pavement repair. Please check back for dates and times of closures. Note: A ramp on Mason Street will be closed during work at the I-41/WIS 29 interchange.
- WIS 29 eastbound to I-41 northbound: Full closure of the ramp.
- The detour will take motorists off at the WIS 29 eastbound exit to Packerland Dr./Shawano Avenue, then proceed east on Shawano to the northbound I-41 on-ramp.
- I-41 southbound to WIS 29 westbound
: Full closure of the ramp.
- The detour will use I-41 southbound exit 168 C back to WIS 29 westbound.
- I-41 northbound on-ramp from WIS 54/Mason Street: Full closure of the ramp during work at the I-41 northbound to WIS 29 westbound.
- The detour will direct motorists to I-41 southbound on-ramp at Mason Street and use the I-41/Lombardi Avenue interchange (Exit 167) to make a U-turn to reenter northbound I-41.
- I-41 northbound to US 45 northbound: Full closure of the ramp.
- The detour will direct motorists off at the US 45 /Algoma Avenue exit and use the roundabout on US 45 southbound to make a U-turn to US 45 northbound.
- WisDOT created maps of all four detour routes.
- I-41 northbound to WIS 29 westbound: Ramp open with single lane closures.
Business Resource: WisDOT’s In This Together program
WisDOT recognizes businesses located in work zones or impacted by detour routes have special needs. WisDOT’s In This Together program is offered to business, organizations and community leaders as an idea source as they plan for road construction in their area. It includes promotional examples, case studies and information on planning ahead, keeping customers informed, tips for businesses, and temporary business signing for businesses affected by full roadway closures.
