Project Overview
Project purpose and need
This project will improve 8.9 miles of WIS 28 in Sheboygan County. The culvert structure at the tributary to the Onion River is beginning to deteriorate, and the pavement is experiencing cracking, weathering, and rutting. In addition, the curb and gutter at the roundabout at WIS 28 and WIS 32 is in need of replacement, and the guardrail along the corridor has reached the end of its service life. Run off road crashes were also identified along the corridor.
Project location
The project will take place on WIS 28 from WIS 57 in the town of Lyndon to County A in the village of Kohler, Sheboygan County.

Project improvements
This is a bridge replacement and resurfacing-level project. Project improvements include:
- Remove the deteriorated culvert structure at the Onion River Tributary and replace it with a bridge structure
- Mill 4” of deteriorated pavement surface, and overlay will 4” of new asphalt pavement
- Widen the paved shoulder from 3’ to 5’
- Replace the curb and gutter in the roundabout at WIS 28 and WIS 32
- Replace aging guardrail
- Provide centerline and shoulder rumble strips
Anticipated benefits
- This project will extend the service life of the pavement by addressing current deterioration through milling and overlaying with new asphalt, along with a bridge replacement, and replacement of aging guardrail.
- This proactive rehabilitation will reduce long-term maintenance costs by preventing more severe future damage and the need for costly full reconstructions.
- Motorists will experience smoother, more comfortable driving conditions on refreshed pavement, while the updated features, such as modern guardrails, widened paved shoulders, and rumble strips enhance overall roadway safety.
Schedule and construction staging
Construction will begin in May 2026 through September 2026.
Traffic impacts
- WIS 28 will remain open to two-way traffic, except when a detour is in place as described below.
- Local access to adjacent properties will be permitted at all times and communicated with property owners. Traffic on WIS 28 may be reduced to one-lane with flaggers.
- WIS 28 at the Onion River Tributary will be closed during bridge replacement.
- WIS 28 detour route will utilize WIS 57 and County U
- The roundabout intersection of WIS 28 and WIS 32 will be closed for curb and gutter replacement and paving operations.
- WIS 28 detour will utilize WIS 57, County V, and I-43
- WIS 32 detour will utilize WIS 23, I-43, and County V
Temporary business signing
Temporary business signing may be placed by filling out a WisDOT business signing permit. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard. The temporary business signing permit is free. Costs associated with creating the temporary sign are the responsibility of the business.
