2026 Northeast Region Annual Construction Advisory

The website provides a list of all 2026 construction projects under the authority of the Wisconsin Department of Transportation (WisDOT) Northeast Region. The list includes construction projects on interstates, the United States highway system, and the Wisconsin state highway system in the Northeast Region. The Northeast Region includes the counties of Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan, and Winnebago. Projects are listed by county below.

I-41 MAJORS PROJECT – BROWN AND OUTAGAMIE COUNTIES

I-41 Expansion Project

Road construction continues in 2025 and will impact multiple interchanges and overpasses between Appleton and De Pere. Please see the project website for the construction schedule, traffic impacts, detour maps, and project exhibits.

 

BROWN COUNTY

 

US 141 Resurfacing

Location: County Road MM in the town of Ledgeview to Continental Drive in the village of Bellevue.

Length: 2.6 miles

Anticipated schedule: Construction is slated to take three months between April and October of 2026.

Description of work: This project will involve resurfacing US 141 by milling and overlaying the asphalt roadway.  Improvements will also include culvert repairs, beamguard replacements, curb ramp upgrades, island and median nose repairs, and pavement marking.

Traffic impacts: US 141 will remain OPEN (except for a 3-day period) with lane closures and flagging operations during construction. Motorists may encounter brief delays during flagging operations.

  • During construction at the Allouez roundabout, a three-day closure/detour of the US 141/Allouez Avenue roundabout will occur.

Detour: The detour directs traffic to use County JJ, I-43, and County MM.

I-43 Pavement Repair and Resurfacing, Multi-year 2026/2027

Location: I-43 between WIS 172 and I-41 on Green Bay’s east side including all interchange ramps.

Length: 10 miles

Anticipated schedule: September 2026 to November 2026. Work will cease for winter and begin again in March 2027. Construction is expected to end in November 2027.

  • Note: The most significant traffic impacts will be in 2027.

Description of work: Pavement repairs and resurfacing along the I-43 mainline and all interchange on and off ramps, replace guardrail and pavement markings, install median cable guard on I-43 between Atkinson Drive and the Leo Frigo Bridge, install median cable guard on I-43 between the Leo Frigo Bridge and the WIS 54/57 systems interchange, repair deteriorated culvert pipes.

Traffic impacts:

  • 2026: I-43 lane closures.
  • 2027: Full interstate and ramp closures will take place in 2027. Please see project website for details.

BROWN COUNTY and WINNEBAGO COUNTIES

 

I-41 Flyover Ramp Improvements

Location: Six ramps in Brown County and one ramp in Winnebago County.

  • Three flyover ramps at the I-41/I-43 interchange in Brown County:
    • I-41 northbound to I-43 southbound (over Velp Avenue)
    • I-43 northbound to I-41 southbound (over I-41)
    • I-43 northbound I-41 northbound (over Overland Road)
  • Three flyover ramps at the I-41/WIS 32/WIS 29 interchange in Brown County:
    • I-41 southbound to WIS 29 westbound (over WIS 29)
    • WIS 29 eastbound to I-41 northbound (over I-41)
    • I-41 northbound to WIS 29 westbound (over I-41/WIS 29)
  • One flyover ramp at the I-41/US 45 interchange in Winnebago County
    • I-41 northbound to US 45 westbound (over I-41)

Length: Work on ramps only

Anticipated schedule: July 2026 to September 2026 and May 2027 to August 2027

Description of work: This is a bridge preservation project. Project improvements include milling a portion of the deck, performing deck repairs, and overlaying with a polyester polymer concrete (PPC) overlay.

Traffic impacts:

I-41 and I-43 system interchange ramps in Brown County will remain open during work with lane closures.

  • Lane closures may cause delays during peak travel times.

Traffic impacts at the I-41 and WIS 29/WIS 32 system interchange include full closures in 2026 and 2027.

  • WIS 29 eastbound to I-41 northbound: Full closure of the ramp.
  • I-41 southbound to WIS 29 westbound: Full closure of the ramp.
  • I-41 northbound to WIS 29 westbound: Ramp open with single lane closures.
    • Note: A ramp on Mason Street will be closed during work at the I-41/WIS 29 interchange.
  • I-41 northbound on-ramp from WIS 54/Mason Street: Full closure of the ramp during work at the I-41 northbound to WIS 29 westbound ramp.
  • Traffic Impacts at the I-41 and US 45 system interchange include a full closure in 2027.

Detour routes:

  • WIS 29 eastbound to I-41 northbound
    • The detour will take motorists off at the WIS 29 eastbound exit to Packerland Dr./Shawano Avenue, then proceed east on Shawano to the northbound I-41 on-ramp.
  • I-41 southbound to WIS 29 westbound
    • The detour will use I-41 southbound exit 168 C back to WIS 29 westbound.
  • I-41 northbound on-ramp from WIS 54/Mason Street:
    • The detour will direct motorists to I-41 southbound on-ramp at Mason Street and use the I-41/Lombardi Avenue interchange (Exit 167) to make a U-turn to reenter northbound I-41.
  • I-41 northbound to US 45 northbound
    • The detour will direct motorists off at the US 45 /Algoma Avenue exit and use the roundabout on US 45 southbound to make a U-turn to US 45 northbound.

CALUMET COUNTY

 

US 10 Pavement Repairs and Resurfacing

Location: US 10/WIS 114 from Oneida Street to County Road N in the village of Harrison

Length: 4.1 miles

Anticipated schedule: Early May 2026 to late August 2026

Description of work: Work includes concrete pavement repairs, asphalt overlay of existing pavement, drainage repairs, guardrail replacement, curb ramp/curb and gutter replacements, continuous diamond grinding, removing asphaltic surface milling, placement of shoulder aggregate, installation of rumble strips, and pavement marking. The Park and Ride at County N will be resurfaced.

Traffic impacts: This project will have full closures and lane closures.

  • US 10/WIS 114 ramps will have roughly a three-week CLOSURE AND DETOUR to complete pavement repairs.
  • South Oneida St./Fire Lane 1 will be CLOSED for two-weeks to complete pavement repairs and traffic signal work.
  • Remaining pavement repair and replacement work will be performed under lane closures, median closures, and lane shifts.
  • The County Road N Park and Ride will close for four days.

Detour routes: Detour for US 10/WIS 114 ramps will follow County N and US 10 during the closure.

WIS 55 and US 151 Structure Work: Multi-year project

Location: Six structures on WIS 55 from just south of Quinney Road in the town of Stockbridge to County E in the village of Stockbridge. US 151 structures were replaced in 2025.

Length: 4.5 miles, but work will only take place at the specific structure location.

Anticipated schedule: Work resumes in mid-May 2026 and finished in late October of 2026.

Description of work: The second year of the project will remove six deteriorating culverts on WIS 55 and replace them with new hydraulically sized structures. All structures to be replaced with reinforced concrete box culverts except for the culvert located just south of the Stockbridge Fire Department, which will be replaced with elliptical concrete pipe. Replacement of any existing guardrail within the limits of the culvert replacements.

Traffic impacts: WIS 55 will be CLOSED AND DETOURED between US 151 and County E during culvert replacements (May to late October).

Detour: Detour will follow County E to WIS 32/57 to US 151.

WIS 32 Resurfacing

Location: WIS 32 from Irish Road in town of Charlestown to Ford Drive in town of New Holstein

Length: 4.6

Anticipated schedule: This is a 35-working day contract, which equates to approximately 2 months of work. Work is anticipated to begin late May/early June 2026. The anticipated project complete date is late July/early August.

Description of work: Improvements will include mill and overlay 3.5 inches of the existing asphalt pavement, one culvert pipe replacement, four cattle pass removals/replacement with culvert pipe, and pavement marking.

Traffic impacts: WIS 32 will have a 10-day CLOSURE AND DETOUR to complete culvert pipe replacement work at the start of the project. WIS 32 will remain open to traffic following this closure for the remainder of the work.

Detour routes: Detour will follow County G and County H during the closure.

MARINETTE COUNTY

 

WIS 180 Culvert Replacements

Location: WIS 180 from WIS 64 to US 141 between the village of Wausaukee and city of Marinette in Marinette County, Wisconsin

Length: 30.4 miles

Anticipated schedule: Tree clearing in March 2026. Culvert work will take 70-working days and expected to begin in July and finish in October 2026.

Description of work: This project will remove and replace 42 culverts along with beamguard, pavement work, and minor grading.

Traffic impacts: WIS 180 will be closed and detoured during culvert operations beginning in July. The closures will take place in two stages in the work zone.

  • Stage 1 (Closed between WIS 64 to County X): Starts near WIS 64 and proceeds north; anticipated completion mid-August.
  • Stage 2 (Closed between County X to US 141): Starts mid-August from the south end and works toward Wausaukee; expected completion early October

Detour routes:

  • Stage 1 (July to mid-August): The detour route for culverts south of County X will utilize US 141 and WIS 64.
  • Stage 2 (mid-August to early October: The detour route for culverts north of County W will utilize US 141 and County X.

OCONTO COUNTY

 

WIS 22 Gillett Reconstruction

Location: WIS 22 from Finnegan Lake Road to WIS 32/WIS 22 intersection in the City of Gillett.

Length: 1.08 miles

Anticipated schedule:  Spring to Fall of 2026

Description of work: This is a reconstruction-level improvement. Work will include removing and replacing the concrete pavement, curb and gutter, sidewalk, storm sewer, culverts replacements, and multiple intersection improvements.

Traffic impacts: WIS 22 will be closed to thru traffic for the duration of the project.

Detour routes: Detour will utilize County R, County H, and WIS 32.  NOTE: During the construction of a box culvert on another project in Cecil, the detour will change for one month: Detour will be County E to WIS 32 to WIS 22.

OUTAGAMIE COUNTY

 

WIS 76 Reconstruction

Location: WIS 76 from Everglade Road to the County JJ intersection in the village of Greenville and town of Ellington, Outagamie County.

Length: 1.5 miles

Anticipated schedule: Construction begins March 9, 2026, and is expected to finish in November 2026.

Description of work:  Work includes full reconstruction of WIS 76 from a rural roadway to urban roadway with curb and gutter. A new roundabout will be built at the WIS 76/County JJ intersection. Other work includes new sidewalk, a new stormwater pond near Hillview Drive, and new storm sewer, lighting, signing and pavement marking

Traffic impacts: WIS 76 between Everglade Road and County JJ will close to through traffic starting March 9 through November 2026 for roadway reconstruction, with detours in place. A second detour will follow the first detour after Stage 1 work.

Detours:

  • March 2026 to June 2026: Detour via WIS 15 to County JJ to WIS 76.
  • June 2026 to November 2026: Detour via WIS 15 to County JJ to County M to County S to WIS 76.

WIS 96 (Wisconsin Avenue) Resurfacing

Location: WIS 96, Wisconsin Avenue, from Casaloma Drive to North Badger Avenue, in the town of Grand Chute in Outagamie County.

Length: 1.99 miles

Anticipated schedule: Work is anticipated to begin April 1, 2026, and expected to finish in November 2026.

Description of work: The project is a resurfacing-level project which includes mill and overlay of the existing pavement with concrete patching as needed from Casaloma Drive to Lynndale Drive. Slotted left turn lanes will be added at the intersection of WIS 96 and Bluemound Drive. Minor concrete patch repairs will take place from Lynndale Drive to Badger Avenue with railroad crossing resurfacing just west of Badger Avenue. Blasting and repainting of the structural steel on the I-41 overpass structures, curb ramp improvements at various intersections, new sidewalk at specific location, overhead sign removal, beam guard, storm sewer repairs, and new pavement parking.

Traffic impacts: WIS 96 will remain open except for a three-week closure for railroad work. Most work will be conducted under traffic during off-peak hours using single-lane closures.

  • Intersection improvements at WIS 96 and Bluemound Drive and the painting of the structures on I-41 over WIS 96 will require short-term lane closures at those locations.
  • A short-term detour (three-week) of WIS 96 will be required for work at the railroad just west of Badger Avenue.
    • Railroad work will also require a full closure of the sidewalk for pedestrian access.
  • Short-term ramp closures of I-41 ramps at WIS 96 will be required for work on the ramps.

Detour routes: WIS 96 detour will use WIS 47 (N Richmond Street), WIS 125 (W College Avenue), and County A (Lynndale Drive).

SHEBOYGAN COUNTY

 

I-43 Resurfacing

Location: I-43 from Wilson/Lima Road in the town of Wilson to WIS 42 in the town of Sheboygan, Sheboygan County.

Length: 10 miles

Anticipated schedule: Construction began March 2 with tree clearing and right-of-way fencing. Pavement and structure work take place mid-March to November 2026.

Description of work: Construction includes milling and resurfacing along I-43 and the interchange ramps. Ten sign structures within the I-43 and WIS 23 interchange will be replaced, and bridge rehabilitation will be performed on nine bridges.

Traffic impacts: Traffic impacts include lane closures and full closures of ramps.

  • Mid-March to July 2026: Lane closures on I-43.
  • July 2026 to November 2026: Lane closures during non-peak travel times on I-43 and WIS 23.
  • Mid-June 2026 to August 2026: Southbound I-43 collector/distributor ramp and associated loop ramp at WIS 23 (35-day closure).
  • Mid-June 2026 to August 2026: Northbound I-43 collector/distributor ramp and associated loop ramps at WIS 23 (35-day closure).
  • July 2026 to September 2026: Lane closures on County PP over I-43.
  • March 2026 to November 2026: I-43 ramps at County V, WIS 28, and WIS 42 (2-day closure each with no detour provided).

Detour routes:

  • The detour route for the I-43 southbound to WIS 23 eastbound ramp traffic will be WIS 23 westbound to County Y.
  • The detour for the WIS 23 westbound to I-43 southbound ramp traffic will be County Y to WIS 23 eastbound.
  • The detour route for the I-43 northbound to WIS 23 westbound ramp traffic will be WIS 42 to I-43 southbound.
  • The detour route for the WIS 23 eastbound to I-43 northbound ramp traffic will be Taylor Drive to WIS 23 westbound.

WIS 28 Resurfacing and Bridge Replacement

Location: WIS 28 from WIS 57 in the town of Lyndon to County A in the village of Kohler, passing through the town of Lima, town of Wilson, and the city of Sheboygan Falls. Structure replacement will take place across the Onion River Tributary.

Length: 8.9 miles

Anticipated schedule: May 2026 to September 2026

Description of work: Work includes removing the deteriorated culvert structure at the Onion River Tributary and replacing it with a bridge, milling and resurfacing along WIS 28, and spot repairs to the curb and gutter at the roundabout intersection of WIS 28 and WIS 32.

Traffic impacts:

  • WIS 28 at the Onion River Tributary will be closed for bridge replacement.
  • The roundabout intersection of WIS 28 and WIS 32 will be closed for curb and gutter replacement and paving operations.
  • During resurfacing operations, WIS 28 will remain open with lane closures and flagging operations.

Detour routes:

  • Bridge detour uses WIS 57 and County U.
  • Intersection detour for WIS 28 uses WIS 57, County V, and I-43.
  • Intersection detour for WIS 32 uses WIS 23, I-43, and County V.

WINNEBAGO COUNTY

 

WIS 21 Intersections and Roadway Improvements

Location: From the south edge of Fox River Bridge in the city of Omro to just west of Washburn Street in city of Oshkosh

Length: 8.8 miles

Anticipated schedule: March 30, 2026, to early November 2026

Description of work: This is an intersection safety improvement project with roadway resurfacing. Intersections improvements include:

  • Multi-lane roundabout at the Leonard Point Road intersection
  • Single-lane roundabouts at the County FF/Reighmoor Road and Sand Pit Road intersections
  • Slotted left-turn lanes at the Oakwood Road and Westhaven Drive intersections

Concrete pavement repair and asphalt overlay takes place from Fox River Bridge to east city of Omro limits and from Leonard Point Road to just west of Washburn Street. Concrete pavement repair only from east city of Omro limits to just west of Leonard Point Road. Other work includes curb ramps, beam guard, and new pavement markings.

Traffic impacts: WIS 21 will be CLOSED AND DETOURED to traffic for entire project. Construction of the Sand Pit Road and County FF roundabouts will be staged to not occur at the same time. Work within the city of Omro is generally staged independently from the three roundabouts. On-street parking within Omro will be restricted within the work zone.

Work within Omro is broken down into 5 stages. NOTE: some of the stages only involve work along a portion of WIS 21 within the city limits.

  • Work within stages 1 and 2 will extend from Webster Avenue to the east city limits.  It won’t involve any work between Adams Avenue and Webster Avenue, so those couple blocks won’t be impacted during the first two stages.
    • One lane of traffic in each direction is maintained throughout the city limits.
  • Stage 3 only involves work between Adams Avenue and Webster Avenue (no work east of Webster Avenue).
    • Stage 3 is limited to roughly 6 weeks and will only maintain westbound (1-way) traffic from Madison Avenue to the WIS 21/116 intersection north of the Fox River.
    • One lane of traffic in each direction will be maintained between Madison Avenue and Industrial Drive.
    • A secondary detour route will be posted for WIS 116 traffic.
  • Stage 4 only involves work from just west of Scott Park to Beckwith Avenue.
    • Single-lane closures during daytime with flagging operations will be allowed in this stage within the work area.
  • Stage 5 primarily involves the grinding of concrete pavement and asphalt overlay throughout the city limits.
    • Single-lane closures during daytime hours with flagging operations are anticipated.

Detour routes: WIS 21 detour will follow WIS 116 to US 45 to I-41.

WIS 44 Bridge Painting – Downtown Oshkosh

Location: WIS 44 over the Fox River Bridge in the City of Oshkosh

Length: On bridge only.

Anticipated schedule: October 2026 to April 2027

Description of work: Work will include removing the deteriorating paint system and repainting the structural steel members of the bridge. We will also replace the existing gate arms as part of the project.

Traffic impacts: The bridge will remain open to marine traffic and motorists. There will be lane and sidewalk closures on the bridge throughout construction.

REGIONWIDE

 

Northeast Region-Wide Deck Sealing

Location: Various Interstate highways, US highways, state highways, and some local roads that pass over these highways in Brown, Calumet, Fond du Lac, Outagamie, and Winnebago

Length of project work zone: Spot locations

Schedule: 35 working days (approximately 2.5 to 3 months). Work requires warmer weather so will typically occur June, July, and August, but could occur anytime during the 2026 construction season.

Description of work: This work involves the maintenance and sealing of concrete bridge decks on interstate highways, US highways, state highways, and some local roads that pass over these highways.

Traffic impacts: Roads will remain open with lane closures or flagging operations.

 

Northeast Region-Wide Pavement Marking

Location: Various locations in Brown, Door, Calumet, Fond Du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan and Winnebago Counties.

Length of project work zone: Spot locations

Schedule: This type of work typically requires work during the warmer summer months but may occur anytime during the 2026 construction season (April thru October).

Description of work: This work involves the maintenance of long line and special pavement markings (arrows, words, symbols, etc.) on interstate highways, US highways, state highways, and some local roads that pass over these highways.

Traffic impacts: Flagging, or lane shifts will be used for short periods (a few hours) the roadway will remain open to traffic. For the busier locations night work will be utilized.

 

No Scheduled State Highway Program Construction

Door, Fond du Lac, Kewaunee, and Manitowoc counties have no state highway construction scheduled in 2026. Maintenance and all-region work will still take place.
