2025 Annual Northeast Region Construction Advisory
The website provides a list of all 2025 construction projects under the authority of the Wisconsin Department of Transportation (WisDOT) Northeast Region. The list includes construction projects on interstates, the United States highway system, and the Wisconsin state highway system in the Northeast Region. The Northeast Region includes the counties of Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan, and Winnebago. Projects are listed by county below.

I-41 MAJORS PROJECT – BROWN AND OUTAGAMIE COUNTIES
I-41 Expansion Project
Road construction continues in 2025 and will impact multiple interchanges and overpasses between Appleton and De Pere. Please see the project website for the construction schedule, traffic impacts, detour maps, and project exhibits.

BROWN COUNTY
No state highway construction scheduled in 2025.
CALUMET COUNTY
WIS 55 and US 151 Structure Work
Location: Eight structures on US 151 and WIS 55 between the South County Line to the north village limits of Stockbridge in the municipalities of Calumetville, Brothertown, Quinney, Stockbridge.
Length: The project work zone is 16 miles, but work will not take place on the entire 16-mile work zone. There are eight structures at various locations in the work zone
Anticipated schedule: Work will begin in fall of 2025. Winter shutdown will take place in December and expected to resume in May of 2026. The project is expected to be fully complete in November of 2026.
Description of work: This project will remove eight deteriorating culverts and replace them with new hydraulically sized structures. All structures to be replaced with reinforced concrete box culvert except for two:
- Culvert located just south of Enterprise Street in Stockbridge. This will be replaced with a clear span bridge.
- Culvert located near the Stockbridge Fire Department. This will be replaced with an elliptical concrete pipe.
- Replacement of any existing guardrail within the limits of the culvert replacements
Traffic impacts: US 151 and WIS 55 will use FULL CLOSURES with detours during construction. There are three different detours, depending on the location of work. No two abutting detours will occur at the same time.
Detour:
- (WIS 55) North Detour – For any work north of County E: WIS 114, WIS 32/57, and County E.
- (WIS 55) South Detour – For any work south of County E: County E, WIS 32/57, and US 151.
- (US 151) County HHH, County C, US 151
- Pedestrian Detour: In place for work on the proposed bridge, located just south of Enterprise Street.

CALUMET AND WINNEBAGO COUNTIES
WIS 441 Resurfacing of Structure Approaches
Location: WIS 441 from I-41 to South Oneida Street in the village of Fox Crossing, city of Menasha and city of Appleton in Winnebago and Calumet Counties.
Length: 4.0 miles
Expected construction schedule: April 2025 through October 2025
Description of work: Work will include removal and replacement of the existing concrete pavement adjacent to the bridges.
Traffic impacts: Traffic control consists of a combination of single lane closures and ramp closures with a detour during work at the specific ramp. Dates and times of closures will be located on the project website when a specific schedule of operations is known.
- US 10 will be closed at I-41 – Detour will utilize I-41 and Prospect interchange.
- Southbound I-41 to eastbound US 10 ramp closure – Detour will utilize US 10 and County CB interchange.
- Racine Road to westbound WIS 441 ramp closure – Detour will utilize US 10 and Midway Road interchange.
- Eastbound WIS 441 to Racine Road ramp closure – Detour will use US 10 and Midway Road.

DOOR COUNTY
WIS 42 Culvert Replacement
Location: Two culverts under WIS 42 between County X and Center Road in the town of Forestville.
Length: Spot locations at culverts.
Anticipated schedule: Work is anticipated to begin mid/late September or early October and finish in mid-November 2025.
Description of work: Work will include replacing two existing deteriorated concrete box culverts with new 72 x 113-inch concrete horizontal elliptical culvert pipes. One culvert is located 0.55 miles north of the WIS 42/County J intersection, and the other culvert is located 0.78 miles south of that intersection.
Traffic impacts: WIS 42 will be CLOSED AND DETOURED to through traffic at the culvert locations during construction.
- Local property and emergency access will be provided at all times.
Detour: A WIS 42 detour will be signed that follows County Line Road, Old Krueger Road, County O, and County H.

WIS 57 Structure Replacement- Multiyear project
Location: WIS 57 from approximately the mid-junction with WIS 42 in the town of Sevastopol to approximately County E in the town of Baileys Harbor.
Length of project work zone: 17.0 miles
Schedule: The construction contract is a carry-over contract that began in September 2024 and is anticipated to be completed in December 2025. Each structure replacement location will have its own interim anticipated start and completion date:
- Lily Bay and Geisel Creek locations (complete) – September 2024 start and December 2024 finish
- Logan Creek location – April 2025 start and July 2025 completion
- Hibbard Creek location – September 2025 start and November 2025 completion
Description of work: Work will include replacing the existing deteriorated drainage structures at four locations. The existing box culvert at Lily Bay Creek was replaced with a new concrete box culvert, the existing box culvert at Geisel Creek was replaced with a new box girder bridge, the existing culvert pipes at Logan Creek will be replaced with a new at-grade slab span bridge, and the existing culvert pipes at Hibbard Creek will be replaced with a new at-grade slab span bridge.
Traffic impacts: WIS 57 will be CLOSED AND DETOURED for the construction of these structures at the location of these structures.
Detours:
- During construction of the Logan Creek structure, the WIS 57 detour will follow County T and County V.
- During the construction of the Hibbard Creek structure, the WIS 57 detour will follow County V, County A, and County E.

WIS 57 Intersection Safety Improvements
Location: WIS 57 at the intersection with County H in the town of Brussels and at the intersections of Cloverleaf Road and Stone Road in the town of Nasewaupee.
Length: 0.91 miles
Anticipated schedule: Work is expected to begin in mid/late April 2025 and last approximately four months. The construction contract has an August 29, 2025 completion date.
Description of work: The WIS 57 intersections at County H and Stone Road will be reconstructed into Reduced Conflict U-Turn (RCUT) intersections. This involves constructing slotted right and left turn lanes to each WIS 57 approach to those intersections, removing the right-angle crossing and left turn maneuvers from the existing intersection locations, and adding u-turns in the median to either side of those intersections to allow traffic from the side roads to still access the opposite side of WIS 57 from those side roads. The WIS 57 intersection at Cloverleaf Road will be modified to remove left turns onto and crossing maneuvers of WIS 57 from Cloverleaf Road, which will allow only right and left turns from WIS 57 and right turns from Cloverleaf Road to remain at that intersection.
Traffic impacts: WIS 57 will remain open to a minimum of one travel lane in each direction at all times.
- All WIS 57 lanes will remain open during holiday and peak weekend traffic periods.
- The south leg of the Cloverleaf Road intersection will remain open to local traffic at all times.
- County H, Stone Road, and the north leg of Cloverleaf Road will be closed while those intersections are reconstructed.
Detour:
- The detour for the closure of the west leg of County H will follow County C and County DK.
- The detour for the closure of the east leg of County H will follow WIS 42.
- The detour for the closure of the north leg of Stone Road/County DK will follow Cloverleaf Road and County DK.
- No detour signing will be provided for the closure of the south leg of Stone Road.

WIS 57 Resurfacing – Baileys Harbor
Location: WIS 57 from Summit Road to County Q in the town of Baileys Harbor.
Length: 1.4 miles
Anticipated schedule: This is a 55 working day contract, which equates to approximately four months of work. Work is anticipated to begin in late March or early April 2025. Work will be suspended in July and August for peak summer traffic and restart after Labor Day. The anticipated project complete date is mid/late October 2025.
Description of work: Improvements will include milling the existing asphaltic surface and overlaying with new hot mix asphaltic pavement, replacing four cross drains, upgrading sidewalk curb ramps to meet current standards, upgrading guardrail at Frogtown Road, and placing new pavement markings.
Traffic impacts: WIS 57 will remain open to traffic throughout construction but may be reduced to a single lane via standard flagging operations.
- Park Road will be closed at the WIS 57 intersection while work in that area is completed. There will be no detour provided.
- Local and emergency access will be maintained to properties at all times.

FOND DU LAC COUNTY
WIS 49 Resurfacing
Location: WIS 49 from west village limits of Brandon and extend to 0.27 miles south of Griswold Street in city of Ripon.
Length: 8.3 miles
Schedule: Project may start as early as May, or as late as September. Project will take approximately 60 calendar days and be completed before mid-November.
Description of work: Work will include asphalt resurfacing, curb ramp replacement, gravel shoulders and clearing of small trees at the railroad crossing.
Traffic impacts: WIS 49 will remain open to traffic. A flagging operation will be used during repairs.

FOND DU LAC AND WINNEBAGO COUNTIES
I-41 Resurfacing – Multiyear Project
Location/limits: County D (Military Road) in Fond du Lac County to WIS 26 in Winnebago County
Length: 14.15 miles
Schedule: October 21, 2024 to late October 2025. Work resumes in March 2025.
Cost: $26 million
Description of work: Mill and overlay two inches of asphalt in both lanes of I-41 in the project limits. Replace cable barrier and guardrail along I-41 mainline and ramps. Miscellaneous structure maintenance, culvert extension and slope flattening work (structure maintenance on 10 bridges and 9 box culvert extension). Replace existing box culvert to address flooding issue north of County Z.
Traffic impacts: Work will be completed using off-peak (nighttime) lane closures and reducing traffic to one lane in each direction in the work zone.
- Two lanes of traffic will be maintained during peak hours at all times.

KEWAUNEE COUNTY
No state highway construction projects.
MANITOWOC COUNTY
WIS 42 resurfacing and West Twin River bridge overlay
Location: WIS 42 from Waldo Blvd in the city of Manitowoc to the West Twin River bridge in the city of Two Rivers
Length: 4.59 Miles
Anticipated schedule: April 2025 to July 2025
Description of work: This is a resurface-level project with bridge deck and culvert work. Improvements include mill two inches of the existing surface and pave two inches of hot mix asphalt concrete bridge deck overlay to the West Twin River bridge, culvert replacement and cleaning, new curb ramps built to ADA standards, beamguard replacement, Mirro Drive intersection will be realigned to closer to 90 degrees, and pavement marking.
Traffic impacts: WIS 42 will be CLOSED AND DETOURED to through traffic for approximately one month between April 2025 and May 23, 2025 for concrete bridge deck overlay and culvert replacements. Access to businesses and properties in the closed portion of the highway will always be maintained. Some closures will require approaching from the north or south. During highway resurfacing operations following bridge and culvert work, WIS 42 will remain open to traffic using lane closures and flagging operations to complete construction.
Detour: From south: WIS 42 to US 10 west to County B north to WIS 310 east to WIS 42. North will use reverse route.

MARINETTE COUNTY
US 141 Safety Improvements – Crivitz
Location: US 141 from Owl Lane to S Junction Old Hwy 141 in the village of Crivitz in Marinette County.
Length: 1.4 miles
Anticipated schedule: July 2025 November 2025. Signal work to extend into winter 2026.
Description of work: This is a safety improvement project. US 141 will be converted into a 3-lane two-way left turn lane (TWLTL) with new pavement markings. Dedicated left turn lanes for US 141 will be provided at the intersections with South Street and County Road W. The existing traffic signals at the intersection of US 141 and County Road W will be replaced with new traffic signals. The railroad crossing will be rehabilitated with a raised median at the southern and northern railroad crossing on US 141.
Traffic impacts: US 141 is expected to remain open during the majority of construction utilizing lane closures and flagging operations. Access to businesses and properties would be maintained during construction.
Proposed impacts during construction include:
- US 141 at the railroad crossing will close for a maximum of five consecutive days.
- Traffic on US 141 will include one travel lane in each direction during a majority of the construction.
- Access to driveways and side roads will be provided for the majority of construction, but temporary closures may occur during working hours.
- Any closures or temporary impacts will be communicated to the property and business owners prior to any work being done.
- The southern junction of Old Hwy 141 at US 141 will be fully closed with no signed detour.
- The western leg of County W at US 141 will be permitted to be closed for a maximum of five consecutive days with a detour posted by Marinette County.
- The eastern leg of County W at US 141 will be permitted to be closed for a maximum of five consecutive days with a detour posted by Marinette County.
- US 141 at the railroad crossing will be permitted to be closed for a maximum of five consecutive days with a detour posted by the contractor that utilizes WIS 64, and County W. Adjacent driveways will be closed only for businesses that have additional access points. Communication with the affected property and business owners will occur prior to any work being done.
- The roadway will be OPEN for Labor Day weekend.
Detour: Railroad crossing detour uses WIS 64, and County W.

WIS 64 resurfacing and culvert replacement
Location: WIS 64 from 17th Road to US 141 near the village of Pound in Marinette County.
Length: .08
Expected construction schedule: July 2025 to August 2025
Description of work: This is a resurface-level project. Work includes milling two inches of the existing surface and paving two inches of hot mix asphalt, replace two culvert pipes, and pavement markings. The project will include resurfacing the park and ride on WIS 64.
Traffic impacts: WIS 64 will be closed for one week during the culvert replacement. WIS 64 will remain open to traffic for paving with lane closures and flagging operations.
Detour: Detour will follow County Road Q and County Road CP

OCONTO COUNTY
No state highway projects planned for 2025.
OUTAGAMIE COUNTY
WIS 54 / WIS 47 Resurfacing (multiyear project)
Location: There are two project work zones:
- WIS 54 from House Road to Park Avenue in the town of Liberty and the village of Shiocton.
- WIS 47 from County B to North County Line in the village of Black Creek and the towns of Black Creek and Cicero.
Length: WIS 54 = 8.8 miles, WIS 47 = 8.3 miles
Expected construction schedule: September 2024 through September 2025
Description of work: The project consists of milling and resurfacings of WIS 54 from House Road to Park Avenue and WIS 47 from County B to North County line with new hot-mix asphalt pavement, repair storm sewer, culvert pipe replacement, beam guard upgrades, widened pave shoulder from three to five feet, install centerline and shoulder rumble strips in rural high-speed areas, and new pavement marking.
Traffic impacts: Wis 54 will be closed to through traffic for approximately two months for box culvert replacement in late spring/early summer 2025. Access will be maintained to businesses and residents. During resurfacing operations on WIS 54 and WIS 47, the highways will remain open to traffic with flagging operations.
Detour: The WIS 54 2025 detour will utilize WIS 76, County S, and County M.

WIS 15 Salt shed
Location: WIS 15 Givens Road in the town of Hortonia
Length of project work zone:
Schedule: Construction started in 2024 and is anticipated to finish in May 2025
Description of work: This work is part of the WIS 15 4-lane expansion project scheduled for 2021-2025 in Outagamie County. This contract will build a salt shed for the newly expanded WIS 15.
Traffic impacts: None.
SHEBOYGAN COUNTY
WIS 28 Resurfacing and Bridge Replacement
Location: WIS 28 from the southern County line to WIS 57 in Waldo and going through the villages of Batavia and Cascade.
Length: 13.3 miles
Anticipated schedule: Beginning of May 2025 to the end September 2025
Description of work:
Road work includes milling and resurfacing along WIS 28. All pedestrian curb ramps from County NN (Lake Street) to Wisconsin Street in Cascade and from Depot Street to Lawson Street in Waldo will be reconstructed. Removing deteriorated culverts near School Drive, the Cascade Fire Department, and between County E and Timberview Road and replacing with appropriately sized culverts at appropriate elevations for drainage improvements. Various other culverts will be cleaned and/or riprap restored. Guardrail along the project limits will be removed and replaced. Spot improvement to replace curb and gutter is also being constructed.
Bridge work includes removing the deteriorated bridge over the North Branch of the Milwaukee River in the village of Cascade with a new, appropriately sized bridge. The new bridge will feature sidewalks and decorative railing. The roadway approaches to the bridge and adjacent sidewalks and driveways will be reconstructed to match the new bridge.
Traffic impacts: The roadway will be CLOSED and DETOURED for bridge replacement in Cascade from May to August. Motorists will not be able to cross at this location. WIS 28 will remain open to two-way traffic during roadway work. Local access to adjacent properties will be permitted at all times and communicated with property owners. Traffic on WIS 28 may be reduced to one-lane with flaggers during the daytime at various times throughout the project.
Detour: Motorists will be directed to use County A and WIS 57 during bridge replacement.

WIS 32 Resurfacing
Location: WIS 32 from County D (Union Avenue) in Cedar Grove to WIS 28 in Sheboygan Falls passing through towns of Gibbsville and Ourtown.
Length: 9.9 miles
Anticipated schedule: Start end of March with an expected completion date of end of October 2025.
Description of work:
Culvert work: Removing the deteriorating box culverts near County G, Wilson Lima Road, Clearview Road, and Schneider Road and replacing them with new, appropriately sized box culverts. Removing and replacing the guardrail at the locations near Clearview Road and Schneider Road. Removing the deteriorating box culvert near Palmer Road and replacing it with a 72” x 113” elliptical culvert pipe and removing and replacing the guardrail at this location.
Roadway work: Work includes patching, milling, and resurfacing along WIS 32 with gapping at the bridge over the Onion River and a portion at the County V intersection. All of the pedestrian curb ramps from County D (Union Avenue) to County G (Van Driest Avenue) in Cedar Grove will be reconstructed. Seven deteriorating culverts will be replaced with appropriately sized culverts at appropriate elevations for drainage improvements. Various other culverts will be cleaned and/or riprap restored. Guardrail along the project limits will be removed and replaced.
Traffic impacts: WIS 32 will be CLOSED AND DETOURED for portions of the project. Local access to adjacent properties will be maintained at all times and communicated with property owners. WIS 32 will remain open for all other work. Traffic on WIS 32 may be reduced to one-lane with flaggers during the daytime at various times throughout the project.
- For reconstruction of pedestrian curb ramps in Cedar Grove, the parking lane will be closed in work zone. Sidewalks will be closed with temporary pedestrian accommodations to maintain access.
Detour:
- A detour for the southern portion of the project will be in place from April to July utilizing I-43 and County V for culvert replacements.
- A detour for the northern portion of the project will be in place from July to September utilizing County V, I-43, and WIS 28 for culvert replacements.

WINNEBAGO COUNTY
US 45/Main Street Bridge Rehabilitation – Multiyear project
Location: Main Street (US 45) Bridge over the Fox River in the city of Oshkosh
Length: On bridge
Anticipated schedule: Early September of 2025 to April of 2026
Description of work: Work involves rehabilitation of the bridge’s structural, electrical, and mechanical components of the bascule span and minor repairs to the operator’s house, hydraulic power units, and access platforms. Work also includes removal and replacement of the steel grid deck on the movable span, concrete deck repair, and overlay of the fixed approach spans.
Traffic impacts: US 45/Main Street will be closed to traffic. There will be separate detours for vehicles and pedestrians. Local, business, and emergency access will be maintained.
Detour:
- Vehicle detour for US 45/Main Street will follow 9th Avenue to Oregon/Jackson Street to High Avenue.
- Pedestrian detour will follow 6th Avenue to Oregon/Jackson Street to Division Street to Pearl Avenue.

WIS 91 Resurfacing
Location: WIS 91 from the West County Line (town of Nepeuskun) to just west of WIS 44 (city of Oshkosh) within the towns of Algoma, Nekimi, Utica, Omro, Rushford, and Nepeuskun.
Length: 14.55 miles
Anticipated schedule: May 2025 to late September 2025
Description of work: The project is a rural resurfacing. Construction elements include mill/overlay of the existing pavement, shoulder work (increasing the paved shoulder width from 3-feet to 5-feet), replacement of approximately 30 pipe culverts, centerline and shoulder rumble strips, and pavement markings.
Traffic impacts: WIS 91 will be CLOSED AND DETOURED for roughly a six-weeks for culvert replacements between WIS 116 and WIS 44.
- Local, business, and emergency access will be maintained.
- Following culvert work, WIS 91 will be open to traffic with flagging for the remainder of the work. Minor delays can be expected.
Detour: Detour for WIS 91 will follow County M to WIS 44 during the six-week closure.

Brooks Road Overpass
Location: US 45 at Brooks Road overpass within the town of Oshkosh in Winnebago County.
Length: .12 miles (overpass only)
Anticipated schedule: August 2025 to October 2025
Description of work: Work will include replacement of the existing retaining wall on the east side of US 45.
Traffic impacts: Northbound US 45 will have outside shoulder and lane closures. Brooks Road will be closed. No detour will be provided for the Brooks Road closure.

US 45 Resurfacing
Location: US 45 from the South County Line (town of Black Wolf) to the south Oshkosh City Limits
Length: 7.0 miles
Anticipated schedule: May 2025 to September 2025
Description of work: Work includes milling/resurfacing of US 45, replacement of beamguard, replacement of a pipe culvert, and pavement markings.
Traffic impacts: US 45 will have roughly a one-week CLOSURE AND DETOUR to complete the pipe culvert replacement but will remain open to traffic with flagging for the remainder of the work. Minor delays can be expected. Local, business, and emergency access will be maintained.
Detour: Detour for US 45 during the one-week closure will follow County R to County Z.

WIS 76 and Larsen Road Roundabout
Location: WIS 76 and Larsen Road intersection in the town of Clayton
Length: .45 miles (intersection only)
Anticipated schedule: Late June 2025 to late September 2025
Description of work: Work includes the construction of a single-lane roundabout at the intersection of WIS 76 and Larsen Road.
Traffic impacts: WIS 76 and Larsen Road will be CLOSED and DETOURED during construction. A detour route will be posted for WIS 76. Local, business, and emergency access will be maintained.
Detour: Detour for WIS 76 will follow I-41 to US 10 to WIS 76.

REGIONWIDE
Northeast Region-Wide Deck Sealing
Location: Various bridge locations and their approaches in Brown, Door, Kewaunee, Manitowoc, and Sheboygan Counties.
Schedule: 40 working days, which equates to about 2.5 to 3 months of work. This type of work typically requires work during the warmer summer months but may occur anytime during the 2025 construction season.
Description of work: This work involves the maintenance and sealing of concrete bridge decks on interstate highways, US highways, state highways, and some local roads that pass over these highways.
Traffic impacts: For most bridges, lane closures, flagging, or lane shifts will be used for short periods (a few hours) during non-peak hours and the roadway will remain open to traffic. Full closures will be used for short periods for the I-43/University Ave, I-43/WIS 54-57, and I-43/Webster ramps in Brown County and the I-43/WIS 23 ramps in Sheboygan County.
