Project Overview

  • Westbound off-ramp to University/Nicolet CLOSED 6 p.m. to 6 a.m.
  • Westbound on-ramp from University/Nicolet CLOSED 6 p.m. to 6 a.m.
  • Westbound off-ramp to Bay Settlement CLOSED 6 p.m. to 6 a.m.
  • Westbound on-ramp from Bay Settlement CLOSED 6 p.m. to 6 a.m.

Friday (June 28)

  • Northbound I-43 to westbound WIS 54 CLOSED 6 p.m. to 6 a.m.
  • Southbound I-43 to eastbound WIS 54 CLOSED 6 p.m. to noon the next day
*Much of the time ramps will not be closed the entire duration of the closure noted above. Ramps will be opened and then closed based on weather and work on other ramps. Certain ramps are not allowed to be closed at the same time.

Location

This project is along 4.4 miles of WIS 54 between University Way and WIS 57 in the city of Green Bay, Brown County. Work also includes I-43 on and off-ramps in the project work zone.

Project Improvements

This is a resurface-level improvement project. Improvements include:

  • Resurfacing mainline WIS 54/57 (concrete repair and overlay and asphalt mill and overlay)
  • Resurfacing ramps for University Avenue/Nicolet Drive and resurfacing mainline University Avenue/Nicolet Drive (concrete repair and overlay)
  • Concrete repair on Bay Settlement Road ramps
  • Replacing beam guard
  • Replacing curb ramps at the southwest quadrant of Bay Settlement Road and Leon Bond Drive and the intersection of eastbound off-ramp for Bay Settlement Road and Bay Settlement Road
  • Replacing culvert endwall
  • Pavement markings
  • Shoulder rumble strips and shoulder aggregate

Project benefits

Resurfacing of WIS 54 and highway ramps will provide a better riding surface for motorists, extend the life of the highway, and decrease future maintenance costs. Curb ramps and rumble strips will increase safety in the project limits.

Project schedule

  • Begin construction – May 20, 2024
  • End construction – October 2024

Traffic impacts – WIS 54 mainline

The WIS 54 mainline will remain open using temporary lane and shoulder closures for most of the construction.

Traffic impacts – WIS 54/57 ramp closures

(EB=Eastbound/WB=Westbound/NB=Northbound/SB=Southbound)

The ramps at Bay Settlement Road will be closed and detoured for several days for concrete repairs.

Detour Route
  • This closure is complete.

The detour route will direct motorists to use Bay Settlement Road and Algoma Road to the WIS 54/57 interchange.

The following ramps will be closed during off-peak hours and for short (one day) duration during resurfacing and repairing operations. Please watch for message boards with traffic information.

Local roads

  • University Avenue/Nicolet Drive under WIS 54/57 and Bay Settlement Road/County EA over WIS 54/57 will remain open and be constructed under single lane closures.

Temporary business signing

If business access is impacted by a closure or detour, temporary business signing may be placed by filling out a WisDOT business signing permit. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard. The temporary business signing permit is free. Costs associated with creating the temporary sign are the responsibility of the business. The permit is available as a fillable-form WORD document or pdf below, or you can request one from the project contacts below.
