Resurfacing and Culvert Work

Project Overview

Project will take place on US 45 from the south Winnebago county line to the south Oshkosh city limits within the town of Black Wolf.The purpose of this website is to provide US 45 construction information. This website details upcoming construction scope, schedule, traffic impacts, business resources, and project contacts.

NOTICE OF PUBLIC MEETING

​​​WisDOT will hold a live, online US 45 Project Construction Information Meeting to show upcoming construction scope, schedule, traffic impacts, and business resources. The meeting will be held at 4 p.m., Wednesday, August 6, 2025, via Microsoft Teams. To join the meeting:

Project staff will share maps, displays and exhibits via a live presentation. A question-and-answer period will follow the live presentation. You can also listen to the project presentation via audio-only if you prefer.

Project location
The project will take place on 7.1 miles of US 45 from the south Winnebago county line to the south Oshkosh city limits within the town of Black Wolf.

Project purpose and need

The purpose of the project is to address deteriorating pavement conditions, deteriorating beamguard, and to improve the riding surface.

Project improvements

This is a resurfacing-level project. Project improvements include:

  • Mill the existing asphalt pavement/overlay with new asphalt pavement
  • Shoulder work – including increasing the paved shoulder width from 3 feet to 5-6 feet
  • Replacement of beam guard throughout corridor
  • Replacement of a pipe culvert
  • Installation of shoulder rumble strips
  • Pavement markings

Anticipated benefits

  • Smoother driving lanes for motorists, decreased future maintenance cost, longer pavement life.
  • Wider paved shoulders will improve safety.
  • Upgrade to roadside beamguard will improve safety.
  • Culvert work will improve drainage to keep water off the roadway surface.

Schedule 

Work is scheduled to begin on Monday, August 18, 2025 and expected to finish in early November.

Traffic impacts

Week of August 18 and August 22 Closure of US 45 between County R and County Z to replace existing cattle pass with culvert pipe. Detour route will follow County R to County Z

  • Closure of US 45 between County R and County Z to replace existing cattle pass with culvert pipe.
  • The remainder of US 45 will be open and controlled under flagging operations where needed.
  • Access to local residents, businesses, and emergency vehicles will be maintained at all time

August 25 to project completion

  • US 45 will be open to traffic throughout our project limits (south Winnebago county line to city of Oshkosh) and controlled under flagging operations where needed.
  • Access to local residents, businesses, and emergency vehicles will be maintained at all times.

Temporary Business Signing
Temporary business signing may be placed during the detoured portion of the project by filling out a WisDOT temporary business signing permit. The permit is free. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and do not pose a visual distraction or traffic hazard. Costs associated with creating the temporary signing are the responsibility of the business.

Please keep the following items in mind regarding business signing:

  • Temporary business signings cannot be placed on traffic control devices or state signs.
  • WisDOT encourages businesses to team up and have multiple businesses listed on one sign structure versus several individual signs. This makes it easier for travelers to identify signs and find their destination.

WisDOT recognizes businesses located in work zones have special needs. While signing and other marketing/advertising during the construction is up to the business, WisDOT has business resources available through its “In This Together” website to assist businesses with planning for construction closures and minimizing the impact of construction.
