Project Overview
Construction begins Tuesday, April 1, 2025, on 4.6 miles of WIS 42 between Manitowoc and Two Rivers in Manitowoc County. This includes construction on the West Twin River bridge and a full closure of WIS 42 between Manitowoc and Two Rivers.

NOTICE OF PUBLIC MEETING
Please join the Wisconsin Department of Transportation (WisDOT) Northeast Region for a live, online construction information meeting to discuss upcoming construction on WIS 42. The meeting will be held at 5 p.m., Monday, March 31, 2025, via Microsoft Teams. The intent of this meeting is to review scope, schedule and staging.
This meeting will be held via Microsoft Teams. Project staff will share maps, displays and exhibits via a live presentation. You can also listen to the project presentation via audio-only if you prefer. To join the meeting:

Project location
WIS 42 from Waldo Blvd in the city of Manitowoc to the West Twin River Bridge in the city of Two Rivers, Manitowoc County.

Project purpose and need
The WIS 42 existing pavement is showing signs of deterioration. The existing beamguard has reached the end of its useful life and the metal culvert pipes under the highway are deteriorating. The bridge deck on the West Twin River bridge is nearing the end of its service life.
Project improvements
This is a resurface-level project with bridge deck and culvert work. Construction includes:
- Mill 2.5 inches of the existing surface and pave 2.5 inches of hot mix asphalt
- Concrete bridge deck overlay (West Twin River Bridge)
- Culvert replacement and cleaning
- Concrete base patching
- New curb ramps built to ADA standards
- Beamguard replacement
- Mirro Drive intersection realignment (closer to 90 degrees. Photo on right)
- Pavement marking
Construction benefits
Resurfacing will provide a smoother ride for motorists, extend the life of the pavement, and decrease future maintenance costs. Culvert repairs/replacements will help ensure proper drainage and lessen the likelihood of collapse. Mirro Drive realignment will provide a safer turning and crossing movement. Bridge overlay will extend the life of the bridge. Beamguard upgrades will provide a greater level of safety should impact occur.
WIS 42 will be CLOSED AND DETOURED to through traffic from April 1, 2025, through May 23, 2025, for bridge deck work and culvert replacements.
- Detour: Motorists will be directed to use US 10, County B, and WIS 310.
- Access to businesses and properties in the closed portion of the highway will always be maintained.
- Some closures will require approaching from the north or south on WIS 42 depending on location of culvert work.
During highway resurfacing operations following bridge and culvert work at the end of May, WIS 42 will remain open to traffic using lane closures and flagging operations to complete construction.
Schedule
Construction begins April 1, 2025, and is expected to finish in July 2025.
Temporary business signing
If business access is impacted by a closure or detour, temporary business signing may be placed by filling out a WisDOT business signing permit. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard. The temporary business signing permit is free. Costs associated with creating the temporary sign are the responsibility of the business.
