Project Overview
Construction begins July 21, 2025 to improve US 141 in Crivitz.
- US 141 will remain OPEN except for a five-day closure for railroad work.
Project location
This project is located on 1.4 miles of US 141 from Owl Lane to S Junction Old Hwy 141 in Crivitz in Marinette County.
Project purpose and need
The purpose and need of this project is to maintain safe and efficient travel along US 141 and to improve safety and operational deficiencies along the project route.
Project improvements
Thie project will convert the existing four-lane roadway through Crivitz to a three-lane roadway with two-way left turn lane (TWLTL). This improvement is known as a Road Diet. A “road diet” consists of converting a four-lane roadway (two lanes each direction) to a three-lane roadway (one in each direction plus a center left-turn lane). The road diet concept reduces the number of vehicle conflict points which has been shown to decrease the number and severity of crashes.
Two-way Left Turn Lane (TWLTL)
- Operational Improvements of 3-Lane TWLTL’s
- Accommodate up to 16,000 vehicles per day (VPD)
- US 141 in Crivitz averaged 8,800 VPD in 2021 with a peak of 11,000 VPD
- Allows traffic in the through lane to flow freely without delays
- Maintains traffic capacity to handle seasonal traffic fluctuations
- Safety Improvements of 3-Lane TWLTL’s
- Reduces rear end crashes of vehicles attempting left turns
- Reduces right angle crashes of vehicles attempting to cross multiple lanes
- Eliminates traffic weaving between lanes to avoid stopped vehicles
- Provides safer local street intersections and access to businesses
- Can provide traffic calming and consistent traffic speeds
Other project improvements include:
- Resurface US 141 by milling 2” of asphalt and paving 2” of asphalt.
- Intersection improvements at County Road W and US 141.
- The existing traffic signals at the US 141 and County W intersection will be completely replaced with new traffic signals that provide left turn arrow phases for northbound and southbound US 141 traffic. Curbs will be reconstructed with concrete truck aprons behind to allow for trucks to make turning movements.
- Intersection improvement at Old Hwy 141 and US 141.
- Reconstruct the intersection to include an extended dedicated right turn lane for northbound US 141 traffic.
- Railroad crossing improvements.
- Install raised medians at the southern and northern approaches to the ELS Railroad crossing on US 141. Rehabilitate the existing railroad track and replace the existing concrete approaches with asphalt.
- Remove existing inlets and replace with flumes.
Schedule
- Project Award: May 22, 2025
- Project Anticipated Start: Monday July 21, 2025
- Construction (TWLTL) completion by August 29, 2025
- Construction (Railroad) completion by November 1, 2025
- Project Anticipated Completion: Friday December 19, 2025
Traffic impacts
- US 141 will be OPEN to at least one travel lave in each direction during a majority of the construction.
- Access to driveways and side roads will be provided for the majority of construction, but temporary closures may occur during working hours.
- Any closures or temporary impacts will be communicated to the property and business owners prior to any work being done.
- The roadway will be OPEN to full four-lane roadway for Labor Day weekend.
- The southern junction of Old Hwy 141 at US 141 will be fully closed with no signed detour.
- Both east and west County W at US 141 will be permitted to be closed for a maximum of five consecutive days with a detour posted by Marinette County.
- US 141 at the railroad crossing will be permitted to be closed for a maximum of five consecutive days with a detour posted by the contractor that utilizes WIS 64 and County W. This work is expected at the end of the project.
- Adjacent driveways will be closed only for businesses that have additional access points.
- Communication with the affected property and business owners will occur prior to any work being done.

Temporary business signing
Temporary business signing may be placed by filling out a WisDOT business signing permit. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard. The temporary business signing permit is free. Costs associated with creating the temporary sign are the responsibility of the business.
