Northeast Region weekly highway construction update for June 23 to July 4

Welcome to construction information for every state highway construction project currently underway in northeast Wisconsin! This website is published by the Wisconsin Department of Transportation (WisDOT) Northeast Region. Here you can find details on any active state highway construction project in our region. In case you’re unsure if your county is in WisDOT’s Northeast Region, here is a list: Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan, and Winnebago. BROWN COUNTY

 

Southbridge Early Fill and Frontage Roads – This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.

Location/limits: Local streets/frontage roads near the future Southbridge Interchange.

Length: 0.68 miles

Cost: $3.48 million

Schedule: July 22, 2024 to September 2025

Description of work: In order to build the new, I-41 overpass required for the Brown County South Bridge Connector, local frontage road realignment needs to be completed. This contract will realign the frontage roads. Work includes roadway embankment, prefabricated vertical and horizontal drains, base aggregate, concrete pavement, hot mix asphalt pavement, storm sewer, erosion control, signing, pavement marking, and all incidental items necessary to complete the work.

June 23 to June 27: Crews will continue to perform common excavation and embankment filling, placing aggregates, sidewalk, signing, asphalt, fine grading, pavement marking, installing curb and gutter on the west half of the project. Crews will continue embankment filling on the east half of the project. Concrete paving will continue at the new Mid Valley roundabout and asphalt paving as well. Geotechnical instrumentation monitoring settlement, as well as staking operations, will be continuously performed throughout the project. Erosion control and traffic control devices will be installed and maintained, as necessary. Placing topsoil and following up with restoration efforts will be completed as areas are finished.

June 30 to July 3: The contractor will continue to haul in embankment then will bring in drainage blanket sand in preparation for wick drain soil stabilization. Wick drain staking will be required to ensure all remaining areas are completed along with ongoing geotechnical monitoring. Erosion control and traffic control devices will be installed and maintained, as necessary. Placing topsoil and following up with restoration efforts will be completed as areas are finished.

Traffic impacts: Various I-41 lane closures will take place during construction operations, mostly during the nighttime hours between 8 p.m. and 5 a.m. weekdays, and 8 p.m. to 7 a.m. on weekends.

DOOR COUNTY

 

WIS 57 Culvert Replacements

Location/Limits: Four drainage structures on WIS 57 at Lily Bay Creek (Completed 2024), Geisel Creek (Completed 2024), Logan Creek and Hibbard Creek in Door County. The structures are located between the Mid Junction with WIS 42 near Sturgeon Bay and Baileys Harbor in the towns of Sevastopol, Baileys Harbor and Jacksonport.​

Length: 17.6 miles (4 structures)

Schedule: Multi-year project. September 3, 2024 to November 14, 2025. Interim completion date for Logan Creek is July 11, 2025.

Cost: $3.3 million

Description of work: Work includes replacements of structures at Lily Bay Creek (Completed 2024), Geisel Creek (Completed 2024), Logan Creek and Hibbard Creek, replacement of asphalt pavement adjacent to and over new structures, beamguard removals, pavement marking on new asphalt pavement at each bridge/culvert replacement location, driveway culvert replacements at Geisel Creek and Logan Creek, driveway relocation near Logan Creek crossing, and storm sewer installation near Logan Creek crossing.

June 23 to June 27: Crews completed roadway grading, culvert pipes, and storm sewer work at Logan Creek site. Crews also completed pouring concrete curb and gutter and concrete pavement approach slabs.

June 30 to July 3: Crews will complete asphaltic surface milling, hot-mix asphalt pavement, shouldering, and beam guard installation at the Logan Creek site.

Traffic Impacts: 

WIS 57 is closed between County T and County V for Logan Creek structure construction.

  • Local, business, and emergency access will be maintained at all times.
  • There is a hard closure at the structure. No vehicles will be allowed to pass.

Detour:

Northbound WIS 57: North on County T, east on County V to rejoin WIS 57.

Southbound WIS 57: West on County V, south on County T to rejoin WIS 57.

WIS 57 Intersection Safety Improvements

Location/Limits: WIS 57 at the intersection with County H in the town of Brussels and at the intersections of Cloverleaf Road and Stone Road in the town of Nasewaupee.

Length: 0.9 miles

Schedule: April 28, 2025, to August 29, 2025

Cost: $3.89 million

Description of work: The WIS 57 intersections at County H and Stone Road will be reconstructed into Reduced Conflict U-Turn (RCUT) intersections. This involves constructing slotted right and left turn lanes to each WIS 57 approach to those intersections, removing the right-angle crossing and left turn maneuvers from the existing intersection locations, and adding U-turns in the median to either side of those intersections to allow traffic from the side roads to still access the opposite side of WIS 57 from those side roads. The WIS 57 intersection at Cloverleaf Road will be modified to remove left turns onto and crossing maneuvers of WIS 57 from Cloverleaf Road, which will allow only right and left turns from WIS 57 and right turns from Cloverleaf Road to remain at that intersection. Work includes removal of pavement and curb and gutter, installation of storm sewer, base course, HMA pavement, lighting, signing and pavement markings.

June 23 to June 27: Median construction work continues at WIS 57/County H and WIS 57/Stone Road intersections. Work will include hot-mix asphalt paving, shouldering, and pavement marking. Begin Stage 2 construction work on the north leg of Stone Road at WIS 57. Work will include erosion control, pavement and curb and gutter removals, and excavation.

June 30 to July 4: Stage 2 construction work begins on the north leg of Stone Road at WIS 57. Work will include erosion control, pavement and curb and gutter removals, and excavation.

Traffic Impacts: WIS 57 northbound and southbound lanes at the Stone Road intersection are reduced to one lane in each direction on the inside travel lanes.

  • WIS 57 left and right turn lanes at Stone Road are
  • WIS 57 left turn lanes at County H will be open when Stage 2 work begins.
  • All WIS 57 lanes at the Cloverleaf intersection will be open during this stage. Cloverleaf Road will remain open during this stage.
  • A signed detour will be in place during Stage 2 – From Cloverleaf Road to County DK to Stone Road.

MANITOWOC COUNTY

 

WIS 42 and West Twin River Bridge

Location/limits: E Magnolia Ave. to East River Street

Length: 4.5 miles

Cost: $6,060,000

Schedule: April 1, 2025, to July 31, 2025

Description of work: This is a resurface-level project with bridge deck overlay and culvert work. Construction includes a mill and overlay of the existing pavement on WIS 42 (mill 2.5” pave 2.5” of hot mix asphalt), Mirro intersection realignment so it is closer to 90-degree angle, concrete bridge deck overlay of the West Twin River bridge in Two Rivers, culvert replacement and cleaning, concrete base patching, new curb ramps built to ADA standards, beamguard replacement, pavement markings.

June 23 to June 27:  The contractor continued installing the new guardrail. Another contractor started the box culvert repair this week. The work on the gravel shoulder was completed this week.

June 30 to July 3: The final landscaping restoration work will be completed. Work will continue on the box culvert. Crews will continue installing the guardrail.

Traffic impacts: One lane in each direction of WIS 42 will remain open through the completion of the project. Please pay attention in the work zone and watch for workers and signage.

  • Mariners Trail: Localized, short-term, trail closures will end on Friday, June 20.

FOND DU LAC AND WINNEBAGO COUNTIES

 

I-41 Resurfacing

Location/limits: County D (Military Road) in Fond du Lac County to WIS 26 in Winnebago County

Length: 14.15 miles

Schedule: October 21, 2024 to late October 2025

Cost: $26 million

Description of work: Mill and overlay two (2) inches of asphalt in both lanes of I-41 in the project limits. Replace cable barrier and guardrail along I-41 mainline and ramps. Miscellaneous structure maintenance work. Miscellaneous culvert extension and slope flattening work. Replace existing box culvert to address flooding issue north of County Z.

June 23 to June 27: Paving will continue in the northbound and southbound lanes from County D (Military Road) to County N. Culvert pipe work will continue in Fond du Lac and Winnebago counties. Median grading and restoration work will continue from County D (Military Road) to County Z.

June 30 to July 3: Paving will continue in the southbound and northbound lanes from County D (Military Road) to County N. Culvert pipe work will continue in Fond du Lac and Winnebago counties. Median grading and restoration work will continue from County D (Military Road) to County Z.

Traffic Impacts:

Work will be completed utilizing off-peak hour lane closures, reducing traffic to one lane in each direction in the work zone.

  • Southbound traffic is shifted to the temporary outside widening from WIS 26 to County Z. Two lanes of traffic will continue to be maintained during peak hours.
  • Northbound traffic is shifted to the southbound lanes of I-41 utilizing median crossovers from WIS 26 to County Z. Two lanes of traffic will continue to be maintained during peak hours.
  • Black Oak School Road is closed between the intersections of County Z (Black Wolf Avenue) and Nekimi Avenue until mid/ late June. No detour is posted for this closure.

Winnebago County: There will be southbound I-41 lane closures between WIS 26 and County Z during non-peak hours (overnights) in Winnebago County.

Fond du Lac County: There will be northbound I-41 lane closures between County D and the Winnebago County Line during non-peak hours (overnights) in Fond du Lac County.

OUTAGAMIE COUNTY

 

Ballard Road Interchange Reconstruction – This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.

Location/limits: Ballard Road from Capital Drive to East Evergreen Drive including the I-41 ramp terminals.

Length: 0.52 miles

Cost: $19.3 million

Schedule: April 28, 2025 to May 01, 2026

Description of work: Work will include reconstructing the Ballard Road interchange as a diverging diamond interchange (DDI) to accommodate higher traffic volumes, increase safety, and include additional bike and pedestrian accommodations. In addition, improvements will be made to the Ballard Road Park and Ride.

June 23 To June 27: Pavement removal and grading operations will continue on Ballard Road from Capital Drive to Evergreen Drive. Storm sewer work will continue from I-41 to Evergreen Drive. Pavement removal and grading operations during the overnight hours will take place at that the ramp tie-ins to I41. The removal of the existing structure will be completed. Structure excavation and pile driving will begin for the west bridge.

June 30 to July 3: Pavement removal and grading operations will continue on Ballard Road from Capital Drive to Evergreen Drive. Storm sewer work will finish from I-41 to Evergreen Drive, and the contractor will move to the south side and start work from Capital Drive to I-41. The electrical contractor will install conduit for lighting and traffic signals north of I-41. Structure excavation and pile driving will continue for the new bridge structures. Work on overhead sign structures will begin on the southbound off-ramp and Ballard Road north of I-41. Restoration will begin on the southbound ramps and Ballard Road from I-41 to Evergreen Drive.

Traffic Impacts:

  • Ballard Road between the I-41 ramps CLOSED long-term.
  • The I-41 southbound on and off-ramp with Ballad Road CLOSED long-term.
  • Ballard Road northbound between I-41 and Evergreen Dr. CLOSED long term.
  • I-41 northbound one/off ramps CLOSED long-term.
  • Ballard Road southbound between I-41 and Evergreen Dr. CLOSED long-term.
  • Ballard Road northbound and southbound between I-41 and Capital Dr. CLOSED long-term.
  • Various nighttime I-41 lane closures and full freeway closures will be needed for bridge construction

WIS 15/County OO/Northland Avenue InterchangeThis is a construction contract for the I-41 Expansion Project between Appleton and De Pere.

Location/limits: WIS 15/County OO/Northland interchange with I-41

Length: 0.51 miles

Cost: $23.1 million

Schedule: Feb. 3 to November 1, 2025

Description of work: This work is to replace the WIS 15/County OO/Northland Avenue structures over I-41, along with the approaches on both the west and east sides of the interchange. WIS 15 interchange will be updated to a Diverging Diamond configuration.

June 23 to June 27: Crews installed storm sewer pipes between I-41 and Bluemound Road. Crews placed base aggregate dense and continue forming bridge decking.

June 30 to July 3: Crews will install storm sewer pipes between I-41 and Bluemound Road. Crews will place base aggregate dense. Crews are scheduled to pour the bridge deck Monday night into Tuesday morning.

Traffic impacts:

  • WIS 15 is closed from Casaloma Drive to Bluemound Drive.

Detour:

  • Eastbound WIS 15: South on County Road CB, east on WIS 96 and north on Lynndale Drive.
  • Westbound WIS 15: South on Lynndale Drive, west on WIS 96 to north on County Road CB.

I-41 Mainline Construction – This is a construction contract for the I-41 Expansion Majors Project between Appleton and De Pere.

Location/limits: WIS 96 to Lynndale Drive

Length: 2.56 miles

Cost: $77.43 million

Schedule: February 2025 to November 2026

Description of work: This is a construction contract for the I-41 Expansion Project between Appleton and De Pere. This contract is to reconstruct I-41 expanding mainline to six lanes. This project includes the reconstruction of the I-41 mainline bridge structures over the Fox Valley and Lake Superior Railroad and construction of new box culverts under I-41 and Lynndale Drive.

June 23 to June 27: Contractor starting sanitary sewer and water relocations required for the box culvert under Lynndale Drive. Continuing construction of the retaining wall on the southbound WIS 96 off-ramp. Beginning demolition of the southbound I-41 bridge structure over the railroad tracks just north of WIS 96. Continuing pavement removal and grading operations for the construction of southbound I-41 lanes between WIS 96 and Lynndale. Beginning construction of the remaining portion of the box culvert crossing I-41 near Lynndale.

June 30 to July 3: Contractor continuing sanitary sewer and water relocations required for the box culvert under Lynndale Drive. Continuing construction of the retaining wall on the southbound WIS 96 off-ramp. Continuing demolition of the southbound I-41 bridge structure over the railroad tracks just north of WIS 96. Continuing pavement removal and grading operations for the construction of southbound I-41 lanes between WIS 96 and Lynndale. Continuing construction of the remaining portion of the box culvert crossing I-41 near Lynndale.

Traffic Impacts: Various nighttime lane closures and full freeway closures will be utilized on I-41 throughout the duration of this project.

  • Southbound WIS 96 off-ramp closed until August 8, 2025.
  • Lynndale Drive reduced to one lane, in both directions, between Capitol Drive and Grand Chute Blvd.
  • I-41 (both directions) traffic shifted northbound side of I-41 to allow construction of southbound I-41 lanes from WIS 96 to Lynndale Drive.
  • Long term closure of NB I-41 median lane between College Ave and WIS 96

I-41 Mainline and County U Interchange – This is a construction contract for the I-41 Expansion Majors Project between Appleton and De Pere.

Location/limits: I-41 between County J and County S, and County U under I-41.

Length: 5.15 miles

Cost: $13.17 million

Schedule: March 31, 2025 to late fall 2025

Description of work: This is a construction contract for the I-41 Expansion Project between Appleton and De Pere. This contract is to widen the existing northbound roadway and perform miscellaneous preparatory work for the upcoming reconstruction contract. Work includes outside shoulder widening, median excavation and shoulder widening, storm sewer, base aggregates, temp barrier wall, erosion control, and incidentals. Please see the project website for details of the five-year project.

June 23 to June 27: Grading crews continued excavation and shoulder widening on the northbound outside lanes moving from south to north. Crews completed all work on County U under I-41 including paving, pavement marking, signing, shouldering and restoration and plan to re-open to traffic by the end of the day Sunday, June 29. Restoration continued at outside widening areas completed. Northbound I-41 over County U was re-marked to 11-foot lanes with temporary barrier wall installed to perform widening south and north of the County U bridge.

June 30 to July 3: Grading crews plan to complete excavation and shoulder widening on the northbound outside lanes between the I-41 ramps at County U. Crews plan to begin fine grading and prepare for paving on the outside shoulder widening. Restoration is planned to continue at outside widening areas completed.

Long-Term Closures:

  • COUNTY U (OPENING Sunday, June 29): There is a two-week, full closure of County U between the I-41 northbound and southbound ramps
    • Northbound County U Detour: I-41 north to County S, west to I-41 southbound, south to County U
    • Southbound County U Detour: I-41 south to WIS 55, east to I-41 northbound, north to County U
  • April through November: Southbound left shoulder is CLOSED between County S and County J
  • Please see the i-41 project website for the latest road and ramp closures.

Traffic impacts:

  • County Road S – All-way stop conditions will occur at both the northbound and southbound off-ramps from I-41 to County S.
  • Nightly mainline lane closures on northbound lanes and southbound lanes between 8 p.m. and 5 a.m.
  • Intermittent flagging operations on frontage roads to install pipe crossings.

Holland Road and Vandenbroek Road Overpasses Reconstruction – This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.

Location/limits: Vandenbroek Road over I-41. Holland Road over I-41.

Length: 0.25 miles

Cost: $6.65 million

Schedule: March 17, 2025, to October 2025

Description of work: This is a construction contract for the I-41 Expansion Project between Appleton and De Pere. This work is to reconstruct the Holland Road and Vandenbroek Road overpasses over I-41.

June 23 to June 27: Contractor will continue excavation and pile driving for the Holland Road overpass over I-41. The contractor will continue placing concrete pavement on Vandenbroek Road.

June 30 to July 3: Contractor will continue construction the Holland Road overpass over I-41. The contractor will continue placing concrete pavement on Vandenbroek Road.

Traffic impacts: From 2024 to 2030, there will be numerous roadway and ramp closures and full interchange closures as part of the I-41 Expansion Project. Please see the Majors Project website for detailed traffic impacts, roadway closures, and detour routes.

Upcoming significant traffic impacts:

  • Vandenbroek Road between Patriot Dr. and Evergreen Dr. will be closed from March 24, 2025 to late July 2025.
  • Holland Road between Elm and Evergreen Drive will be closed from June 2, 2025 to late October 2025.
  • I-41 in both directions under Vandenbroek Road and Holland Road will have overnight single lane closures each night from Monday, June 30 to Wednesday, July 9.

County J Interchange Reconstruction – This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.

Location/limits: County J from County OO to Kelso Road including the I-41 ramp terminals.

Length: 0.28 miles

Cost: $6.5 million

Schedule: May 5, 2025 to October 2025

Description of work: Work will include reconstructing the County J interchange to accommodate the I-41 Expansion Project between Appleton and De Pere. In addition, County J reconstruction will increase safety, and include additional bike and pedestrian accommodations over I-41.

June 23 to June 27: The contractor closed all four ramps at County J on Monday morning. Crews began working on grading and placing the new base aggregate on the north half of the interchange. The contractor also finished forming the new bridge deck and continued placing steel reinforcement.

June 30 to July 3: The contractor plans to finish grading and placing the new base aggregate on the north half of the interchange, then start installing the new storm sewer. The contractor also plans to finish placing steel reinforcement for the new bridge deck, and may pour the new bridge deck by the end of the week.

Traffic Impacts:

  • County J between the I-41 ramps CLOSED.
    • The I-41 ramps will remain open until approximately June 23, at which time all four ramps at County J will remain closed through the end of August.
  • Various nighttime lane closures on I-41.

New Wisconsin State Patrol headquarters and I-41 Safety and Weight Enforcement Facility – This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.

Location/limits: Safety and Weight Enforcement Facility on northbound I-41 near County U (County Line Road) in Wrightstown.

Schedule: October 25, 2024 through December 2025

Cost: $16.2 million

Description of work: This is a construction contract for the I-41 Expansion Project between Appleton and De Pere. The contracts will create a new regional headquarters for the Wisconsin State Patrol and a replace the current Safety and Weight Enforcement Facility (SWEF) located along northbound I-41 in Wrightstown. The project is broken into two construction contracts with the current contract involving the demolition of the existing buildings and constructing a retention pond, communication towers, and a new building that will serve as both a modernized safety and weight enforcement facility and regional headquarters for the Wisconsin State Patrol. The second construction contract will include ramp connections to I-41, new loop ramps within the project site, a static scale, weigh-in-motion scaling, and a commercial parking lot to accommodate semi-truck parking on the facility grounds.

June 23 to June 27: Pre-drywall inspection of roughed in mechanical, electrical, and plumbing was completed early in the week for the second floor with drywall installation began. Permanent power to the building was connected on Monday. Masons have completed their work and mobilized out. Window frames and glass are being installed. Interior painting on first floor was delayed due to some fire suppression piping being on backorder. Overhead door installation will be completed this week. Work on the roof to continue with parapet flashing, standing seam roof, and metal wall panel installation. Exterior lighting and access gate bases and conduit are being installed.

June 30 to July 3: Work on standing seam roof, facia, gutters, and exterior metal wall panels to continue. Interior mechanical systems will continue to be installed and drywall on the second floor will continue throughout the week. Masonry walls will be cleaned and sealed on the first floor. Window installation will carry through this week.

Traffic impacts: No impacts to I-41 motorists at this time. SWEF is closed until December 2025. No public access to SWEF during construction.

WIS 47 and 54 Resurfacing

Location/limits:

  • WIS 47 from County B in the village of Black Creek to the north Outagamie County line in the town of Cicero.
  • WIS 54 from County Highway S in the town of Liberty to Park Street in the village of Shiocton

Length: 8.1 miles (WIS 47). 8.8 miles (WIS 54)

Schedule:

  • WIS 47: May 12, 2025, through late-August 2025.
  • WIS 54: April 7, 2025, through late-August 2025.

Cost: $10.2 million

Description of work: This project includes common excavation, removing asphaltic surface milling, asphalt paving, base aggregate, culvert pipe repairs and replacements, box culvert construction, storm sewer repairs, guardrail, rumble strips, sidewalk, curb and gutter, marking lines and incidental items.

June 23 to June 27: WIS 54 – Crews will continue to work on the box culvert west of the Wolf River and the culverts 0.3 miles east of Lower Road. WIS 47 – Crews will continue milling, asphalt paving and temporary pavement marking.

June 30 to July 3: WIS 54 – Crews are scheduled to continue to work on the box culvert west of the Wolf River and the culverts 0.3 miles east of Lower Road. WIS 47 – Crews will begin shouldering work followed by rumble strips.

Traffic Impacts:

  • WIS 54 will be closed for 60-days on June 16.
  • WIS 47 is open to traffic. Pavement work begins on June 9, 2025.
  • Multiple flagging operations will exist, and work will be conducted under shoulder and lane closures from County Road B in the village of Black Creek to Shady Road in the town of Cicero.

Detour: WIS 54 will be detoured to the following routes:

  • WIS 54 eastbound: WIS 54 – County Road M – County Road S – WIS 76 – WIS 54
  • WIS 54 westbound: WIS 54 – WIS 76 – County Road S – County Road M – WIS 54

SHEBOYGAN COUNTY

 

WIS 28 Resurface and Bridge Replacement

Location/limits: WIS 28 from the South County Line to WIS 57

Length: 13.3 miles

Cost: $8.1 million

Schedule: April 29, 2025 to September 30, 2025

Description of work: Road work includes milling and resurfacing along WIS 28. All pedestrian curb ramps from County NN (Lake Street) to Wisconsin Street in Cascade and from Depot Street to Lawson Street in Waldo will be reconstructed. Removing deteriorated culverts near School Drive, the Cascade Fire Department, and between County E and Timberview Road and replacing with appropriately sized culverts at appropriate elevations for drainage improvements. Various other culverts will be cleaned and/or riprap restored. Guardrail along the project limits will be removed and replaced. Spot improvement to replace curb and gutter is also being constructed. Bridge work includes removing the deteriorated bridge over the North Branch of the Milwaukee River in the village of Cascade with a new, appropriately sized bridge. The new bridge will feature sidewalks and decorative railing. The roadway approaches to the bridge and adjacent sidewalks and driveways will be reconstructed to match the new bridge.

June 23 to June 27: Bridge contractor will pour the sidewalk and parapets on the bridge deck in the village of Cascade. Grading crew will start the cross culvert in Batavia.

June 30 to July 3: Bridge contractor will pour the sidewalk on the bridge deck in the village of Cascade. Grading crew will continue to work on cross culverts.

Traffic impacts: WIS 28 is CLOSED AND DETOURED. There will be hard closure at the bridge in the village of Cascade. Traffic will follow a detour during the bridge construction.

  • Motorists will be directed to use County A and WIS 57 during bridge replacement.
  • There will be additional flagging operations for culvert replacements and during milling and paving operations.

WIS 32 Resurfacing and Box Culverts

Location/limits: County D to WIS 28 between Cedar Grove and Sheboygan Falls.

Length: 9.9 miles

Cost: $5.1 million

Schedule: March 31, 2025 to October 31, 2025

Description of work: This is a construction contract to mill and overlay WIS 32. The contract also includes the construction of four new box culverts and the installation of eight culvert crossings. Curb ramps in the village of Cedar Grove are being replaced to meet current ADA requirements. Guardrail is also being updated to current standards.

June 23 to June 27: ADA curb ramp work was completed in the Village of Cedar Grove.  The walls for the box culvert north of Gibbsville were formed, reinforcing steel was placed and the walls were formed.

June 30 to July 3: Forms will be stripped from the walls of the box culvert north of Gibbsville. Forms will be placed for the top of the box culvert. Steel will be placed, and the top will be poured.

Traffic impacts: WIS 32 is CLOSED AND DETOURED. There will be hard closures at each culvert crossing. No vehicles will be permitted to cross. The closure and detour will be conducted in two phases to limit disruption to the traveling public.

  • Phase 1 (current) WIS 32 closure and detour: WIS 32 will be closed to through traffic for box culvert replacements between County D and County V.
  • Access to businesses and properties in the work zone will always be maintained.
    • This phase is expected to last 4-5 months.

WINNEBAGO COUNTY

 

WIS 76 and Larsen Road Roundabout

Location: WIS 76 and Larsen Road intersection in the town of Clayton

Length: .45 miles (intersection only)

Schedule: June 30, 2025 (full intersection closure begins July 7) to late September 2025

Cost: $1.7 million

Description of work: This project includes excavation common, asphalt paving, base aggregate dense, concrete curb and gutter, concrete truck aprons, culvert, storm sewer, lighting, permanent signing, and pavement markings.

June 30 to July 3: Project begins. Contractor will be onsite performing staking operations. Erosion control contractor will also be onsite mid-week to install initial erosion control devices. No traffic impacts during this week.

Traffic impacts (begins July 7):

  • WIS 76/Larsen Rd intersection will be closed approximately 500 ft down each leg (north, south, east, west)
  • Closure will remain in effect until noon, Friday, September 19, 2025.

Detour (begins July 7):

  • Motorists will be directed to use I-41 northbound to US 10 westbound or US 10 eastbound to IH 41 southbound

WIS 91 Resurfacing

Location/limits: West Winnebago County line to WIS 44

Length: 14.5 miles

Schedule: May 27, 2025 to late September 2025

Cost: $9.1 million

Description of work: This project includes removing asphaltic surface milling, asphalt paving, excavation common, concrete storm sewer, replacement of roughly 30 pipe culverts, concrete curb and gutter, rumble strips, and pavement marking.

June 23 to June 27: Crews completed culvert pipe replacements within the closure on WIS 91. A grading crew followed the culvert replacement crew, excavating and grading pipe transitions. The culvert pipe areas will be paved with asphalt following the grading activities. Crews were on site outside the closure to build temporary bypass lanes and have begun culvert replacement work along WIS 91 between Wall Street and Koro Road under a flagging operation. A curb and gutter installation crew is anticipated late this week or early the following to replace the curb and gutter that was removed for culvert and storm sewer installation weather pending. Erosion control and traffic control crews are also on site this week completing miscellaneous work.

June 30 to July 3: Work on the culverts and grading of the culvert pipe transitions will continue into next week. A crew will be on site Wednesday to pave all culvert pipe patches. Miscellaneous restoration and erosion control operations will continue. Work operations will be suspended for the week at noon on July 3rd to accommodate Independence Day work restrictions and holiday traffic. At this time, the detour will be removed, and the entirety of the work zone will be opened to through traffic.

Traffic impacts:

  • WIS 91 is closed from WIS 116 to WIS 44 until July 3, 2025.
    • Closure will remain in effect until noon, Thursday, July 3, 2025.
  • Flagging will be occurring with construction activities outside the closure from the Winnebago/Green Lake County Line to WIS 116.

Detour:

  • Eastbound: Motorists will be directed to use County M to WIS 44
  • Westbound: Motorists will be directed to use WIS 44 to County M

WIS 441 Maintenance Improvement

Location/Limits: WIS 441 corridor and respective system interchange ramps between the I-41/US 10 interchange and South Oneida Street in the village of Fox Crossing, city of Menasha and city of Appleton.

Length: 4.00 miles

Schedule: April 28, 2025 through October 24, 2025

Cost: $7.422 million (initial contract)

Description of work: Since the 6-lane expansion of WIS 441, there has been settlement on the approach pavement to the structures along the corridor. This maintenance project will improve the riding surface by replacing bridge approaches at 13 structures within the I-41/US 10 interchange and along the WIS 441 corridor. Work includes removing concrete pavement, concrete pavement, concrete approach slabs, hot mix asphalt pavement, concrete barrier, concrete barrier temporary, traffic control, pavement marking, lighting, structural approach slabs and finishing items.

June 23 to June 28: Roadway crews completed the formwork and placement of concrete for the concrete approach pavement for the US 10/WIS 441 eastbound structures followed by the westbound structures by staging concrete placement to maintain construction access. Bridge crews completed the formwork followed by the placement of steel reinforcement and concrete for the US 10/WIS 441 eastbound structural approach slabs along with the remaining US 10/WIS 441 westbound roadway approach slabs. Roadway crews also started work on various removals for bridge approach replacement throughout the project on US 10/WIS 441 within the I-41/US 10 interchange to the west of Little Lake Butte des Morts. Once removals are completed at each structure, bridge crews and roadway crews plan to complete various incidental work along with grading and preparation for concrete structural approaches and concrete roadway approaches with work continuing into next week.

June 30 to July 3: Roadway crews plan to continue formwork and placement of concrete for the concrete approach pavement for the US 10/WIS 441 eastbound & westbound structures by staging concrete placement to maintain construction access. Bridge crews plan to complete the formwork followed by the placement of steel reinforcement and concrete for the US 10/WIS 441 westbound structural approach slabs along with the structural approach slab footings on US 10/WIS 441 within the I-41/US 10 interchange to the west of Little Lake Butte des Morts.

Traffic impacts:

Upcoming ramp closure: There will be a long-term closure of the southbound I-41 loop ramp to eastbound US 10/WIS 441.

  • Southbound I-41 loop ramp to eastbound US 10/WIS 441 CLOSED 9 p.m., June 19 to August 2, 2025.
  • Detour: Southbound I-41 traffic should take westbound US 10 to County CB to eastbound US 10

During construction, WIS 441 will be open to traffic. There will be continuous lane reductions in place from 3 lanes to 2 lanes allowed in each direction of WIS 441 protected by temporary concrete barrier wall between the I-41/US 10 interchange and South Oneida Street in place beginning in early May through late October.

  • Long-term lane closures include lanes shifted to the right (utilizing the existing outside shoulders) with reduced shoulder widths in place.
  • Eastbound US 10/WIS 441 off-ramp to County P/Racine Street Ramp CLOSED from 9 p.m. to 5 a.m.
  • Lane closures will create delays on WIS 441. These delays may be significant during peak travel times. Please consider alternate routes.

On WIS 441: West of Little Lake Butte des Morts, the inside lane closures will be in place for 44 consecutive calendar days beginning in mid-June while the outside lane closures will be in place for 40 consecutive calendar days beginning in early August.

  • Full freeway closures of westbound US 10/WIS 441 at I-41 will occur between 9 p.m. and 5 a.m. for approximately four nights total in mid-June and then again in early August with a detour in place.
  • There will also be impacts to oversize/overweight (OSOW) routes at times due to restricted widths beginning in early August.
  • Throughout the duration of the project, intermittent nighttime (off-peak) lane closures will occur on WIS 441 within the project limits generally between the hours of 8 p.m. and 5 a.m.

Long-term full closures of the interchange ramps within the corridor will occur as follows:

  • Southbound I-41 loop connector ramp to eastbound US 10/WIS 441 is closed for approximate 3 months total June 16 through mid-September.
  • Eastbound WIS 441 off-ramp to County P/Racine Road will be closed for approximately 2 months beginning in early August.
  • Westbound WIS 441 on-ramp from County P/Racine Road will be closed for approx. 2 months beginning in early August.

Intermittent full closures of the interchange ramps within the corridor will occur as follows:

  • Northbound I-41 connector ramp to eastbound WIS 441 will be closed for approximately four nights total in mid-June then closed again in early August.
  • Northbound I-41 connector ramp to westbound US 10 & eastbound WIS 441 will be closed for approx. 2 nights total in mid-June then closed again in early August.
  • System interchange ramp closures will occur between 9 p.m. and 5 a.m.
  • No other interchange ramp full closures are allowed.

Northeast Region-Wide Pavement Marking

Location: Various locations in Brown, Calumet, Fond Du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan and Winnebago Counties.

Schedule: This type of work typically requires work during the warmer summer months but may occur anytime during the 2025 construction season (May thru October).

Description of work: This work involves the maintenance of long line and special pavement markings (arrows, words, symbols, etc.) on interstate highways, US highways, state highways, and some local roads that pass over these highways.

Ongoing: Work will be on various highways in counties mentioned above. Work at individual sites will not have significant impacts to the traveling public.

Traffic impacts: Flagging, or lane shifts will be used for short periods (a few hours) the roadway will remain open to traffic. For the busier locations night work will be utilized.

 

Northeast Region bridge deck sealings

Location/limits: Brown, Door, Kewaunee, Manitowoc, and Sheboygan counties

Length: Spot locations on various bridges throughout the above counties

Schedule: May 19, 2025 to end of July 2025

Cost: $1.467 million

Description of work: Applying a protective surface treatment reseal or methacrylate flood seal to the entire top surface of the bridges in various counties.

Ongoing: Continue prepping and placing protective sealant on various bridges in various counties mentioned above. Work will have minor impacts on travel.

Traffic impacts: Roadways will remain open during work using flagging operations and lane closures to conduct construction operations. Some brief ramp closures will be required and announced here.
