Please join the Wisconsin Department of Transportation Northeast Region for a live, online Construction Information Meeting to discuss improvements taking place on WIS 91 between the west county line and WIS 44 in Winnebago County. The meeting will be held on Monday, May 19, 2025, at 4 p.m. via Microsoft Teams.

The meeting is to review the construction operations including a full closure of WIS 91. Project team will share project maps, displays, and exhibits via video, and discuss resources for businesses. You can also listen to the project presentation via audio-only if you prefer. A question-and-answer period will follow the live presentation. Please follow the directions below to join the meeting.

Location

The project will take place on WIS 91 from the west Winnebago county line to just west of WIS 44 within the City of Oshkosh and the towns of Algoma, Nekimi, Utica, Rushford, and Nepeuskun.

Project purpose and need
The purpose of this project is to address deteriorating pavement and failing drainage structures on WIS 91. Multiple culverts are in need of replacement before a failure could affect drainage along the roadway or affect the integrity of the roadway.

Project improvements

This is a resurfacing-level project. Project improvements include:

  • Mill the existing asphalt pavement/overlay with new asphalt pavement
  • Shoulder work – including increasing the paved shoulder width from 3 feet to 5 feet
  • Replacement of roughly 30 pipe culverts throughout project limits
    • A roughly six-week detour will be needed to replace culvert pipes.
  • Centerline and shoulder rumble strips will be installed
  • Pavement markings
  • Installation of storm sewer system between Morrow Road and Archery Drive.

Anticipated benefits

Providing motorists with a new surface will improve the smoothness of ride for drivers and help to minimize wear on their vehicles. An extension of the pavement life will lead to a decrease in future maintenance costs of the roadway as well. Culvert replacements will assist in the efficient transport of water and help to avoid flooding in the event of a significant rainfall event. Rumble strips, wider paved shoulders, and new pavement markings will create a safer passage for motorists.

Project schedule

  • Construction Start – Tuesday, May 27, 2025
    • All culvert work completed first followed by milling/asphalt paving
    • Work Suspension during EAA AirVenture: Noon, Sunday, July 20 – 6 a.m. Monday, July 28
  • Construction Completion – Expected by October 1, 2025

WIS 91 detour route WIS 44 and County MMTraffic impacts

WIS 91 will be closed and detoured during the beginning of the project. Lane closures and flagging operations will also occur. WIS 91 will be open during EAA AirVenture.

  • Access for emergency responders, property owners, and businesses will be maintained at all times.
  • WisDOT state highway detours are created to limit heavy semi-trucks and equipment on local roadways.
    • Local traffic may find a shorter route than the state highway detour using the local road system.

Traffic impacts along the WIS 91 corridor are as follows:

  • May 27 to early July 2025
    • WIS 91 will be CLOSED AND DETOURED between WIS 116/County M and WIS 44.
    • WIS 91 will remain open west of WIS 116/County M with flagging operations.
  • Early July to end of project
    • WIS 91 will remain open to traffic throughout the corridor with flagging operations
    • Minor delays can be expected during flagging operations. Please pay attention to directions and signage in the work zone.

Temporary Business Signing and Business Resources

Temporary business signing may be placed during the detoured portion of the project by filling out a WisDOT business signing permit. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard.

The temporary business signing permit is free. Costs associated with creating the temporary sign are the responsibility of the business. The permit is available as a fillable-form WORD document or pdf below, or you can request one from the project contacts below.
