Project Overview

Project location

The project is located on WIS 55 in the towns of Vandenbroek, Freedom, Osborn and Oneida. The project limits run for approximately 14 miles from Arbor Way to WIS 54.

Description of work: The purpose of the project is to address the deteriorating roadway pavement and improve safety. Project improvements:

  • Reconstruction of WIS 55/County JJ intersection to a roundabout
  • Roundabout includes lighting and concrete sidewalk
  • 14 miles of WIS 55 mainline resurfacing
  • Mill 2” of existing asphalt, then 4.5” of Cold In-Place Recycling to existing pavement structure, and conclude with new 3.5” HMA overlay
  • Rumble strip installation
  • Beam guard replacement
  • Culvert & storm sewer replacement
  • Curb ramp replacement

Schedule and construction staging

Start date (County JJ Intersection): April 25, 2022
Anticipated completion date (County JJ Intersection): Week of August 8, 2022
Tentative start date (WIS 55 mainline): May 31, 2022
Anticipated completion date (WIS 55 mainline): Mid-September 2022

Traffic impacts

  • Full closure of WIS 55/County JJ Intersection beginning April 25 through August 9, 2022.
    • Detour will utilize I-41 to County N to County UU.
    • Traffic will use the driveway along Rose Hill Rd (County CC) to access The Office Sports Bar/Starlite Club
  • Flagging operations are anticipated to begin along WIS 55 mainline on May 31 and last until September

  • Provide smoother driving lanes for motorists
  • Safety enhancements at WIS 55/County JJ intersection from roundabout
  • Pedestrian safety at curb ramps and pedestrian crossings in Freedom
  • Beam guard upgrades
  • Addition of rumble strips to keep motorists attentive and on the roadway

Temporary Business Signing
Temporary business signing may be placed during the detoured portion of the project by filling out a WisDOT temporary business signing permit. The permit is free. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard. Costs associated with creating the temporary signing are the responsibility of the business.

Please keep the following items in mind regarding business signing:

  • Temporary business signing cannot be placed on traffic control devices or state signs.
  • WisDOT encourages businesses to team up and have multiple businesses listed on one sign structure versus several individual signs. This makes it easier for travelers to identify signs and find their destination.
