Project Location
The project is located on WIS 91 from just west of WIS 44 to just east of WIS 116.

- ID 6540-08-72/00: Upgrading of the at-grade railroad crossing near the WIS 91 intersection with Clairville Road.
- ID 6540-10-71/00: Construction of WIS 91 bridge over Waukau Creek
- ID 6540-11-71/00: Replacement of WIS 91 culverts between James Road and Clairville Road
Purpose and Need
The proposed projects are needed to improve the at-grade railroad crossing, culverts, and bridge on WIS 91. Construction on this stretch of highway last took place in 2004. Since that time, inspections have shown an at-grade railroad crossing in need of repair, and a twin-pipe culvert that is too small for the drainage in this area. This project will ensure that an acceptable roadway surface is created for the traveling public and that the bridge and drainage structures will continue to function properly.
Construction Scope and Project Improvements
Project ID 6540-08-72/00: The project will upgrade the at-grade railroad crossing near the WIS 91 intersection with Clairsville Road.
IDs 6540-10-71/00 & 6540-11-71/00: These two projects are improvements to structures at the locations noted above.
- Surface repair of the existing Waukau Creek bridge deck
- Polymer asphalt overlay of the Waukau Creek bridge deck
- Surface repair on Waukau Creek bridge abutments
- Replacing the existing twin pipe culverts between James Road and Clairville Road with a box culvert
Project benefits
At-grade railroad crossing improvements will provide a better, safer crossing for motorists and extend the life of the crossing. New structures will help mitigate possible water on the roadway and minimize future maintenance costs.
Schedule
- Construction Start –September 9, 2024
- Construction Completion – Late October 2024
- 6540-11-71/00: roughly 7-week duration (this project controls schedule)
- 6540-10-71/00: roughly 4–5-week duration
- 6540-08-72/00: roughly 2–3-week duration
Traffic Impacts (project finished. roadway open.)
- WIS 91 is CLOSED AND DETOURED starting September 9, 2024. The detour is for thru traffic for construction of structures.
- Detour: The detour will utilize County M and WIS 44.

Local Roads
- The intersection of Clairville Road will be closed during railroad crossing work
Temporary business signing
If business access is impacted by a closure or detour, temporary business signing may be placed by filling out a WisDOT business signing permit. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard. The temporary business signing permit is free. Costs associated with creating the temporary sign are the responsibility of the business.
