Seymour Roundabouts and Resurfacing

The new intersection are now open for public travel.

Location

The project runs for approximately 7.7 miles from French Road t​o Seminary Road from the city of Seymour through the towns of Seymour, Osborn, and Oneida in Outagamie County.​

Project purpose and need

The purpose of the project is to address the high crash rates and poor level of service at the WIS 54/County C/Ivory Street intersection, replace out-of-date beamguard, address deteriorating pavement conditions, and improve the riding surface.

Project benefits

Compact roundabouts provide operational efficiency, improved traffic safety, and traffic calming and enhance safety for all motorists and pedestrians. Conversion of 4-lane roadway to a 3-lane roadway that has a two way left turn lane (TWLTL) within the city of Seymour will decrease serious crashes. Resurfacing provides a smoother driving lanes for motorists, extends the life of the highway, and decreases maintenance costs.

Schedule and construction staging

CONSTRUCTION BEGINS APRIL 8, 2024.

  • Stage 1A (April 8, 2024 to AFTER Memorial Day holiday weekend)
    • Closure of WIS 55/County C/Ivory St. intersection. Utilize the detour route as shown for Stage 1A (Figure 3).
  • Stage 1B and 2 (After Memorial Day holiday to August 1)
    • Closure of WIS 54/WIS 55 intersection. Utilize the detour route as shown for Stage 1B (Figure 4).
    • Flagging operations on WIS 54 from French Road to WIS 55.
  • Stage 3 (Mid-July to Late August)
    • Flagging operations on WIS 54 from east roundabout limits (County C/Ivory St) to Mainline Drive.
  • Stage 4 (Early August to Late August)
    • Flagging operations on WIS 54 from Mainline Dr. to WIS 55 south.
  • Stage 5 (Mid-June to Late August)
    • Flagging operations on WIS 54 from WIS 55 south to east project limits near Oneida One Stop parking lot.

Traffic impacts and detour routes

  • Stage 1A (FINISHES JUNE 10, 2024)– Closure of WIS 55/County C/Ivory St intersection. Detour route WIS 54 to WIS 55 to County G to Mainline Drive.
  • Stage 1B (BEGINS JUNE 10, 2024) – Closure of WIS 55/WIS 54 intersection. Detour route WIS 47 to County G to Mainline Drive.
  • Stages 2-5 – WIS 54 will be open using lane closures and flagging operations for the remainder of construction.

Temporary Business Signing

Temporary business signing may be placed during the detoured portion of the project by filling out a WisDOT temporary business signing permit. The permit is free. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard. Costs associated with creating the temporary signing are the responsibility of the business.

Please keep the following items in mind regarding business signing:

  • Temporary business signings cannot be placed on traffic control devices or state signs.
  • WisDOT encourages businesses to team up and have multiple businesses listed on one sign structure versus several individual signs. This makes it easier for travelers to identify signs and find their destination.
  • Temporary Business Sign permits are available on our business resource page. You can also request one from the project contacts below.
