WIS 54 & WIS 47 - Outagamie County

 Rural and Urban Resurfacing

Project Overview

The construction website details the scope, schedule, and traffic impacts for THREE projects in Outagamie County beginning in 2024 and ending in 2025.

NEW: WIS 47 TO OPEN ON NOVEMBER 12, 2024, TO ALL TRAFFIC.

  • 30-day closure finished. Detour will be removed, and any remaining work will be conducted under flagging operations.

PROJECTS AND LOCATIONS

  • WIS 54 Resurfacing: 8.8 miles of WIS 54 between the town of Liberty just west of House Road and Park Avenue in the village of Shiocton, Outagamie County
  • WIS 47 Urban Resurfacing:  0.5 miles on WIS 47 from County B to Burdick Street in the village of Black Creek, Outagamie County.
  • WIS 47 Rural Resurfacing: 8.1 miles of WIS 47 from Burdick Street in the village of Black Creek to the north Outagamie County line in the town of Cicero, Outagamie County.

WIS 54 RESURFACING 

This is a resurfacing-level improvement with replacement of two structures and various pipe culverts. Box culvert structure replacement locations are noted on the exhibit below by the structure number on the exhibit. Culvert replacements are noted on the detour route maps. Project improvements for WIS 54 include:

  • Mill 4″ and overlay 4″ of the existing asphalt pavement
  • Replacement of box culvert (C-44-1020) in Shiocton
  • Replacement of a wingwall on box culvert (C-44-0053) in Liberty
  • Replacement of various culvert pipes
  • Widen paved shoulders from 3’ to 5’
  • Spot replacement of storm sewer
  • Replace various guardrail
  • Spot repair of curb and gutter as needed
  • Addition of centerline and shoulder rumble strips
  • Replacement of curb ramps within the village of Shiocton
  • Pavement marking

WIS 54 schedule and traffic impacts

Construction begins on September 3, 2024, with road closures beginning Sept. 9. Work is expected to finish in late August 2025.

  • Portions of WIS 54 will be CLOSED AND DETOURED during structure replacement and culvert pipe work.
  • Culvert replacements and replacement of the wing wall on box culvert C-44-0053 is expected to take approximately 30 days. WIS 54 will be closed to through traffic.
    • This 30-day closure will occur September 9, 2024.
      • WIS 54 scheduled to OPEN October 9, 2024.
  • Access to businesses and properties in the detoured portion of the highway will be maintained.
    • Detour: Traffic will be directed to use WIS 76, County S.

Replacement of culvert C-44-1020 in Shiocton is expected to take approximately 60 days.

  • WIS 54 will be closed to through traffic.
    • This 60-day closure will occur in late spring/summer of 2025.
  • Access to businesses and properties in the detoured portion of the highway will be maintained.
    • Detour: Traffic will be directed to use WIS 76, County S and County M.

WIS 54 will remain open during resurfacing using single lane closures and flagging operations.

WIS 47 URBAN RESURFACING

Urban resurfacing of WIS 47 from County B to Burdick Street in the village of Black Creek in Outagamie County. Improvements include:

  • Mill/overlay of the existing pavement
  • Replacement of curb ramps for Americans with Disabilities Act (ADA) compliance
  • Miscellaneous storm sewer repair

WIS 47 urban schedule and traffic impacts

Construction begins September 2024 with a 30-day closure scheduled for late September/early October.

  • WIS 47 will be closed and detoured STARTING OCTOBER 14 and OPEN on November 12 between County B and WIS 54.
  • The detour route will follow County B, County PP and WIS 54.
  • Access to businesses and properties in the closed portion of WIS 47 will remain open at all times.
  • Shoulder and sidewalk closures will be needed for curb ramp improvements and repair work.
  • Work will finish in 2025.

Temporary business signing

If business access is impacted by a closure or detour, temporary business signing may be placed by filling out a WisDOT business signing permit. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard. The temporary business signing permit is free. Costs associated with creating the temporary sign are the responsibility of the business.

WIS 47 RURAL RESURFACING

This is a resurfacing-level improvement. Improvements include:

  • ​Mill/overlay of the existing asphalt pavement
  • Guardrail replacements
  • Culvert replacement
  • Shoulder aggregate
  • Pavement markings
  • Curb ramp improvement

WIS 47 Rural Project Traffic Impacts

WIS 47 will be open to traffic during construction. Traffic control in the form of flagging operations will be used to close one lane of WIS 47 at a time as necessary.
