Project Overview

PROJECT IN WINTER SHUTDOWN. MINOR FINISHING WORK CONTINUES IN SPRING OF 2024

This website details two project taking place on WIS 441 in 2023: A Maintenace improvement project and a painting project.

Upcoming traffic impacts

  • Northbound and southbound WIS 441 between County CE and County OO will have fulltime lane reductions beginning on Monday, August 14 through mid-November.
    • Drivers can expect delays especially during peak travel times. Please consider alternate routes.

Ramp closures

  • Wednesday (9/13) night
    • Southbound WIS 441 off-ramp to County CE Ramp CLOSED 10 p.m. to 6 a.m.
    • Southbound WIS 441 off-ramp to County KK Ramp CLOSED 9 p.m. to 6 a.m.
    • Northbound WIS 441 on-ramp from County KK Ramp CLOSED 9 p.m. to 5 a.m.
    • Northbound WIS 441 off-ramp to County KK Ramp CLOSED 9 p.m. to 7 a.m.
    • Northbound WIS 441 off-ramp to County CE Ramp CLOSED 8 p.m. to 6 a.m.
    • Northbound WIS 441 off-ramp to County OO Ramp CLOSED 8 p.m. to 5 a.m.

Note: Closures will be shorter duration closures to complete the permanent pavement marking symbols/words with only one ramp closed in each direction of traffic at a time. 

  • The contractor plans to fully open the initial ramp to traffic before closing the second and same with the third and fourth.

Location: 4.6 miles of WIS 441 from US 10/Oneida Street to the north junction of I-41 in the city of Appleton

Benefit: Construction will extend the life of WIS 441 bridges and pavement by completing necessary maintenance improvements along the corridor.  Minor improvements are also proposed at the County CE and County OO interchanges to improve safety and traffic flow within those interchanges and reduce traffic backup onto WIS 441.

  • Miscellaneous structure rehabilitations
  • Culvert pipe repair/replacements
  • Storm sewer
  • Guardrail
  • Pavement markings

Construction schedule: Construction begins May 30, 2023 and finishes in the spring 2024.

Traffic impacts

There will be a continuous single-lane closure allowed in each direction along WIS 441 between County CE and County OO for 90 consecutive calendar days.

For the remainder of the project, single lane closures along WIS 441 will be allowed during nighttime hours between 7 p.m. to 6 a.m.

Traffic impacts along county or local roads within the corridor are as follows:

  • Single lane closures along County KK will be allowed between 7 p.m. to 3 p.m.
  • Single lane closures along County CE eastbound will be allowed between 7 p.m. to 11 a.m.
  • Single lane closures along County CE westbound will be allowed between 6 p.m. to 6 a.m.
  • Telulah Avenue will have a single lane closure during daylight hours.
  • Newberry Street will be closed to vehicle traffic for up to 14 consecutive calendar days.
  • Pedestrian bridge just east of Oneida Street will be closed for up to 14 consecutive calendar days.
  • No other traffic closures on side roads are allowed.

Interchange ramp closures are as follows:

    • County KK ramp closure times are variable but generally between 7 p.m. to 7 a.m.
    • County CE ramp closure times are variable but generally between 8 p.m. to 6 a.m.
    • County OO NB exit and SB entrance ramp closure times are variable but generally between 8 p.m. to 6 a.m.
    • Only one entrance and exit ramp pair may be close at a given time.
    • No other interchange ramp closures are allowed.

Significant delays along WIS 441 are anticipated during the 90-day continuous single-lane closures between County CE and County OO.  

  • These continuous lane closures are currently anticipated to begin in August.

Temporary business signing

If business access is impacted by a closure or detour, temporary business signing may be placed by filling out a WisDOT business signing permit. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard. The temporary business signing permit is free. Costs associated with creating the temporary sign are the responsibility of the business. SECOND PROJECT

WIS 441 Bridge Painting

Painting begins Monday, July 17.

Location

Pedestrian bridge over WIS 441 east of US 10 interchange in the city of Appleton and the County P bridge over WIS 441 in the City of Menasha.

Schedule

  • July 17 to August 23, 2023.

Project improvements 

Construction includes blasting and painting of the steel girders on the County P bridge over WIS 441 and the pedestrian bridge over WIS 441.

Traffic impacts WIS 441 will remain open during construction with lane and shoulder closures.

  • Interchange ramps to WIS 441 are anticipated to have periodic closures near the County P structure.
  • Lane closures on WIS 441 are allowed 8 p.m. to 6 a.m.
  • County P will remain open at all times with lane shifts.
  • Gordon Street will have restricted left turns.
  • WIS 441 single lane closures will occur during work. Dual lane closures during off-peak hours.
  • Lane closures that restrict traffic to one lane will be allowed on select weekends.
  • County P (Racine St.) on-ramp to northbound WIS 441 and County AP (Midway Road) on-ramp to southbound WIS 441 will have short term closures during various stages.
