This website details construction on US 10/ WIS 310 from County P just west of I-43 (Branch) to Columbus Street in the city of Two Rivers, Manitowoc County.

Project Description
This is a resurfacing-level project using Cold In-Place Recycling (CIR) . CIR is a cost-effective surfacing technique that reuses existing materials, corrects asphalt defects, extends roadway life and improves transit performance.
- Cold-in-place recycling 4” of the existing pavement and overlaying with 2.75” of new asphalt pavement (County P to Stone Road and Wagon Wheel Road to County R)
- Milling 3” of the existing pavement and overlaying with 3” of new asphalt pavement (Stone Road to Wagon Wheel Road)
- Milling 1.75” of the existing pavement and overlaying with 1.75” of new asphalt pavement (County R, County Q, and County B roundabouts)
- Milling 2.5” of the existing pavement, cold-in-place recycling 4” of the existing pavement, and overlaying with 2.5” of new asphalt pavement (County R to Columbus Street, but excluding the roundabouts at County R, County Q, and County B)
- Adding and regrading gravel shoulders
- Replacing the guardrail system under the I-43 bridges
- Cleaning and minor repairs to various culvert pipes throughout the corridor
- Minor repairs to various inlets at the County R, County Q, and County B roundabouts
- Installing concrete truck aprons to the existing gravel areas between the curb and gutter and asphalt path at the County Q roundabout
- Installing shoulder rumble strips and centerline rumble strips in the two-lane undivided segments
- Installing new lane markings and markings at the Park & Ride on Wagon Wheel Road
Project Benefits
Improvements will provide motorists with a smoother riding surface resulting in less wear and tear on vehicles. Construction will extend the life of pavement, and decrease future maintenance costs. Inlet replacements will provide better drainage and move water from the roadway surface, providing a safer roadway during rain events. Guardrail upgrades provide a safer travel way.
Schedule
- Construction begins July 8, 2024
- Roadway closures in September 2024.
- Construction finishes in mid-November 2024.
Traffic Impacts
US 10/WIS 310 will generally remain open during construction except during roundabout work in September 2024. There will be a short-term (2-week) closure of the roadway September 9 through September 25.
- During resurfacing outside of the roundabouts, crews will conduct flagging operations with a pilot car.
- Minor delays may occur during flagging operations.
- The Park & Ride at Wagon Wheel Road will be CLOSED for a period of time during construction.
- Highway message board signs will notifying users seven days prior to closure.
WIS 310 will be closed and detoured September 9 through September 20, 2024, to through traffic between I-43 and WIS 42 in Two Rivers.
- This closure is necessary for inlet construction and resurfacing at the County R, County Q, and County B roundabouts.
- Detour: A signed detour will be put in place utilizing I-43, US 10, and WIS 42.

- Local traffic access between County R and County B will be permitted but may require utilizing other local routes.

- Message board signs will notify roadway users 7 days before closure.
Temporary Business Signing
Temporary business signing may be placed during the detoured portion of the project by filling out a WisDOT temporary business signing permit. The permit is free. All temporary business signing needs approval via the permit before placement to ensure it is in a safe location and does not pose a visual distraction or traffic hazard. Costs associated with creating the temporary signing are the responsibility of the business.
Please keep the following items in mind regarding business signing:
- Temporary business signings cannot be placed on traffic control devices or state signs.
- WisDOT encourages businesses to team up and have multiple businesses listed on one sign structure versus several individual signs. This makes it easier for travelers to identify signs and find their destination.
