Northeast Wisconsin highway construction projects taking place in 2021

Wondering where highway construction is taking place in 2020 and how it will impact you? Below is a listing of ALL 2021 construction projects under the authority of the Wisconsin Department of Transportation (WisDOT) Northeast Region. The list includes state projects on interstates, the United States highway system, and the Wisconsin state highway system. The Northeast Region includes the counties of Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan, and Winnebago. Projects are listed by county below.

BROWN COUNTY

 

WIS 29/County VV Interchange

Location/limits: WIS 29/County VV Interchange in the villages of Hobart and Howard within Brown County and work at WIS 29/County U

Length of project: 1.3 miles

Schedule: Early spring 2021 to late fall 2022

Description of work: Construction of a grade separated interchange at the intersection of WIS 29/County VV, including the connection and/or realignment of local roadways. After the completion of the interchange at WIS 29/County VV, the intersection of WIS 29/County U will be closed.

Traffic impacts: WIS 29 lane closures can be expected during off-peak hours intermittently during the project. Local roadways will be closed and/or detoured during various times throughout construction. Project website should be checked regularly for closure and/or detour updates.

I-43 Bridge Rehabilitation

Location/limits: I-43 from WIS 172 to the Leo Frigo Bridge

Length of project: 10 miles

Schedule: July 2020 to November 2021

Description of work: Work will include construction of concrete overlays on bridge deck on I-43 and ramp bridges at WIS 54/57 interchange and Webster Street. Painting will occur on various bridges.

Traffic impacts: There will be long-term and short-term lane closures on I-43. There will be short-term ramp closures at various interchanges in the project limits for construction of concrete overlay on bridge decks.

WIS 32 Resurfacing

Location/limits: WIS 29/WIS 32 interchange to Cedar Street in the village of Pulaski

Length of project: 4.93 miles

Schedule: June through September 2021

Description of work: The section from WIS 29 to the County B roundabout will be milled, cold in-place recycled, and overlaid with asphalt. It will also include culvert pipe replacements, a box culvert extension, and beam guard replacement. The County B roundabout along with the portion north to Cedar Street will be milled and overlaid with asphalt. The structure over the Little Suamico River will receive a concrete deck overlay and the beam guard will be replaced. Left turn lanes will be constructed at the Blue Heron Drive and Glenbrook Drive intersections. The storm sewer from Karcz Drive to East Cedar Street will be replaced.

Traffic impacts: WIS 29 to East Cedar Street will be closed from start of project to July 14. The County B roundabout will remain open for east-west traffic, except when it is being milled and overlaid with asphalt.

  • Beginning July 14, the section north of County B, including the roundabout, will be completed and open to traffic.
  • WIS 32 will be opened to traffic for Pulaski Polka Days. Beginning July 19, the section from WIS 29 to County B will again be closed and detoured until school begins in early September.
  • Any remaining work after school begins will be completed under traffic with single lane closures and flagging.

Detour: WIS 29 to WIS 160 back to WIS 32. An alternate route for southbound WIS 32 to County B will also be provided utilizing County S and County C.

I-41 Bridges Polymer Overlays

Location/limits: Eight I-41 bridges in Oshkosh (completed in 2020) and 51 bridges in the Green Bay area, mostly on or over I-41 with one on US 141 over I-43

Schedule: Started July 2020 through early fall 2020, will resume spring 2021 through July 2021

Description of work: Placing a thin polymer overlay on numerous bridges on I-41 in the Oshkosh and Green Bay areas. Most of the bridges were constructed in recent years as part of the 41 Majors Projects through Winnebago and Brown Counties. The thin polymer overlay will be added protection to the surface of the bridge deck and will increase the amount of time before a more involved bridge deck rehabilitation is necessary. It will also help reduce maintenance work on the bridges of this high-volume corridor.

Traffic impacts: Off-peak lane and ramp closures, mostly at night or the weekend. Please see the weekly update for specific closure details.

DOOR COUNTY

 

WIS 42 Resurfacing

Location/limits: Scandia Road to Wisconsin Bay Road in the town of Liberty Grove and village of Sister Bay

Length of project: 9.8 miles

Schedule: Begins late April/early May and complete by June 25, 2021

Description of work: Milling and resurfacing of the existing asphaltic lanes and shoulders, adding gravel to existing shoulders, and pavement marking.

Traffic impacts: WIS 42 will remain open to traffic throughout construction with flagging operations as necessary.

WIS 57 Resurfacing

Location/limits: WIS 42 to Summit Road, in the towns of Sevastopol, Jacksonport, and Baileys Harbor

Length of project: 17.5 miles

Schedule: 55 working days anticipated. No work during peak summer tourist season.

Description of work: Work involves milling and resurfacing of the existing asphaltic lanes and shoulders, adding gravel to shoulders, beam guard improvements and associated minor grading, centerline and shoulder rumble strips, and pavement marking.

Traffic impacts: During daytime hours of allowed work time frames, traffic will be reduced to one counter-directional lane via flagging operations.

FOND DU LAC COUNTY

 

WIS 49 Resurfacing

Location/limits: WIS 49 from County TC to western limits of the village of Brandon in the village of Brandon

Length: .96 miles

Schedule: July to October 2021

Description of work: The project includes milling 2-inches and paving 2-inches of existing roadway and improving curb ramps.

WIS 175 Resurfacing

Location/limits: WIS 175 from the south Fond du Lac County line in the town of Byron to US 151 in the city of Fond du Lac

Length: 7.1 miles

Schedule: mid-August to October 2021

Description of work: The project includes milling 2-inches and paving 2-inches on 7.1 miles of existing roadway, beam guard replacement, concrete barrier, culvert pipe replacement, repair, or cleaning.

Traffic impacts: Road closed and detoured.

Detour: I-41

WIS 67 Urban Reconstruction

Location/limits: WIS 67 from Baumann Street in the village of Campbellsport to Triple S Road in the town of Auburn

Length: 2.24 miles

Schedule: Mid-March to December 2021

Description of work: The project includes reconstructing WIS 67 to install new base aggregate, pavement, curb and gutter, sidewalk, storm sewer, urban shoulders, parking lanes and utilities (water and sanitary sewer) Also, structure over Milwaukee River will receive a concrete deck overlay and structural repairs.

Traffic impacts: WIS 67 closed through the village of Campbellsport. Local access to properties and businesses will be maintained.

Detour: US 45 to WIS 28 to I-41.

WIS 23 Expansion – Urban Section

Location/limits: US 151 Interchange to Seven Hills Road in the town of Empire

Length of project: 5.34 miles

Schedule: Spring 2021 to fall of 2022

Description of work: This work is part of the WIS 23 4-lane, on-alignment expansion project scheduled for 2019-2022 in Sheboygan and Fond du Lac counties. This west section of the overall project includes the complete construction of additional lanes. Work involves grading, drainage culverts and inlets, aggregate base, concrete pavement, and other incidentals items of work. This project includes construction of a roundabout at WIS 23 and Wisconsin American Drive, a jug handle interchange with roundabouts at WIS 23 and County K, and a County K structure over WIS 23. At WIS 23 and County UU, a diamond interchange with roundabouts and a bridge over WIS 23 will be constructed.

Traffic impacts:

WIS 23 will generally remain open to one lane in each direction.

  • County K closed after June 15.
  • County UU will be closed with access to businesses.
  • Wisconsin American Drive intersection at WIS 23 will be placed on a temporary roadway while the roundabout is constructed in stages.

WIS 23 Expansion – Rural Section

Project location/limits: Near Seven Hills Road in town of Empire to the east county line at Division Road in town of Forest

Length of project: 6.85 miles

Schedule: Spring 2020 to fall 2021

Description of work: This work is part of the WIS 23 4-lane, on-alignment expansion project scheduled for 2019-2022 in Sheboygan and Fond du Lac counties. This middle section of the overall project includes the complete construction of additional lanes. Work involves grading, drainage culverts and inlets, aggregate base, concrete pavement, WIS 23 westbound structure over the Sheboygan River, Old Plank Trail structure over the Sheboygan River, County G structure over WIS 23, diamond interchange at County G, wetland mitigation site, and other incidental items of work.

Traffic impacts: WIS 23 will generally remain open to one lane in each direction on either the existing lanes or added lanes. County G will be closed and detoured for much of construction. There may be short durations when WIS 23 traffic is reduced to a single lane with flagging operations.

Detours: The County G detour will follow County C, County P, County A, and County T.

KEWAUNEE COUNTY

 

WIS 42 Resurfacing and Culvert Construction – South

Location/limits: South Kewaunee/Manitowoc county Line to south city limits of Kewaunee (Baumeister Drive), in the town of Carlton, town of West Kewaunee, and city of Kewaunee

Length: 9.9 miles

Schedule: Work expected to begin after June 1 and finish before October 15 completion date.

Description of work: Milling and resurfacing of the existing asphaltic lanes and shoulders, adding gravel to shoulders, box culverts, pipe culverts, storm sewer, beam guard improvements, minor grading and shoulder widening, and pavement marking.

Traffic impacts: WIS 42 will be closed and detoured for work taking place June through September. Flagging operations will be used for work conducted not under full closure.

Detour: WIS 42 will be detoured onto County BB, County AB, and WIS 29.

WIS 42 Resurfacing – North

Location/limits: WIS 42 from Duvall Street in the city of Kewaunee to the North Kewaunee County Line through the towns of Pierce and Ahnapee

  • Note: No work will take place in the city of Algoma between Feld Street and West Greenfield Avenue.

Length of project: 14 miles

Schedule: 40 working days to take place anytime from mid-July to late October.

Description of work: Milling and resurfacing of the existing asphaltic lanes and shoulders, adding gravel to existing shoulders, centerline and shoulder rumble strips, beam guard upgrades and associated minor grading, and pavement marking.

Traffic impacts: WIS 42 will remain open to traffic throughout construction with flagging operations as necessary.

MANITOWOC COUNTY

 

I-43 Thin Polymer Bridge Overlays

Location/limits: I-43 throughout Manitowoc County (segmented into smaller work zones)

Length: Two- to three-mile work zones

Schedule: July and August 2021 (Work will take approx. one month)

Description of work: Work will include the placement of a thin polymer overlay on 19 bridge decks in Manitowoc County.

Traffic impacts: Various lane and shoulder closures.

US 151 Asphalt Paving

Location/limits: US 151 from WIS 67 to the city of Valders city limits

Length: 7.8 Miles

Schedule: April to July 2021

Description of work: Work will include milling 2” asphalt and placing 2” asphalt, beam guard, concrete curb and gutter and pavement marking.

Traffic impacts: US 151 will remain open with flagging operations during construction.

MANITOWOC AND SHEBOYGAN COUNTIES

 

I-43 Median Cable Guard

Location/limits: I-43 from Polifka Road to Fisherville Road in Manitowoc County and I-43 from County V to County EE in Sheboygan County

Length: Manitowoc County 1.4 miles, Sheboygan County 1.34 miles

Schedule: May to August 2021

Description of work: Work will include the grading of median and placement of median cable guard in Manitowoc County and Sheboygan County.

Traffic impacts: I-43 will be reduced to a single lane in spot locations.

WIS 67 Resurfacing

Location/limits: WIS 67 from Suhrke Road to WIS 32/57 in the town of Rhine, village of Elkhart Lake, and cities of Plymouth and Kiel

Length of project: 11.5 miles

Schedule: May 24, 2021 to November 2021

Description of work: The work involves resurfacing WIS 67 in Sheboygan and Manitowoc counties, grading, base aggregate, concrete pavement, curb and gutter, culvert pipe replacements, storm sewer, concrete sidewalk, beam guard upgrades, bridge overlay, box culvert replacement, and pavement marking.

Traffic impacts:

  • There will be a full closure of WIS 67 for a maximum of 30 working days during structure construction.
    • NOTE: Closure expected in September of 2021. See project website for specific details.
  • Concrete work near WIS 23 will occur in halves with traffic switched to the opposite side of the road while the other direction is paved.
  • WIS 23 ramps will be closed for a maximum of 5 continuous working days. Remaining work will be completed under flagging operations.

Detour: Two different detours will be utilized during construction:

  • Detour 1 – WIS 67 to WIS 23 to WIS 57 to WIS 32/57
  • Detour 2 – WIS 67 to County A to WIS 57 to WIS 32/57

MARINETTE COUNTY

 

US 8 Resurfacing

Location/limits: US 8 from US 141 in the town of Pembine to Old County A Road in the town of Dunbar

Length of project: 8.2 miles

Schedule: July 15 through September 2021

Description of work: Mill and overlay of US 8, common excavation, shouldering, culvert replacements, beam guard upgrades and grading, pavement marking and finishing items.

Traffic impacts: US 8 will remain open with flagging operations during construction.

US 141 Crain Lane Bridge Rehabilitation

Location/limits: Crain lane Bridge just north of Pembine

Length of project: On bridge

Schedule: 72 working days in the months of June through September 2021

Description of work: Concrete repair and overlay of the bridge deck.

Traffic impacts: US 141 will remain open to one lane of traffic with the use of a temporary traffic signal at the bridge location.

US 41/Country Meadows Road Intersection Improvement

Location/limits: US 41 and Country Meadows Road intersection

Length of project: 0.011 miles

Schedule: July thru August 2021

Description of work: Work involves removing the left turns at the intersection and closing the median to reduce access to right-in/right-out at the US 41 and Country Meadows Road. This will improve safety at this location by reducing the potential for angle type crashes.

Traffic impacts: The inside lane of US 41 in either direction will be closed during construction. When no work is occurring in consecutive days, the lane closure will be removed.

OCONTO COUNTY

 

WIS 22 Resurfacing

Location/limits: WIS 22 from US 141 to US 41 in the towns of Stiles and Oconto

Length of project: 6.70 miles

Schedule: 45 working day project from early July to early September 2021

Description of work: Resurfacing of WIS 22 that will include replacing drainage structures and widening the pave shoulders. Work will also take place on the drainage structures in the US 41/WIS 22 roundabouts.

Traffic impacts: Portions of the project will be completed under traffic via flagging operations and/or temporary traffic signals.

  • While work is being completed on the drainage structures along WIS 22, a detour of WIS 22 will be in place for 30 working days.
  • While work is completed in the US 41/WIS 22 roundabouts, the southbound US 41 to WIS 22 ramp will be closed for three calendar days.

Detour: WIS 22 to US 141 to US 41 to WIS 22.

WIS 32 resurfacing

Location/limits: WIS 32 from WIS 22 in the city of Gillett to Trinity Church Road in town of Maple Valley

Length of project: 7 miles

Schedule: July thru August 2021

Description of work: Mill and overlay of WIS 32, minor grubbing, minor curb and gutter repair, pavement markings, and rumble strips.

Traffic impacts: WIS 32 will remain open with flagging operations during work hours.

WIS 32 resurfacing

Location/limits: WIS 32 from S Chase Road north of Pulaski to WIS 22 in the city of Gillett

Length of project: 14 miles

Schedule: Summer 2021

Description of work: Mill and overlay, shoulder work, polymer overlay of Pensaukee River bridge, culvert repairs, beamguard, pavement markings, and rumble strips.

Traffic impacts: WIS 32 will remain open with flagging operations.

OUTAGAMIE COUNTY

 

WIS 15 Bypass Reconstruction/Expansion

Location/limits: WIS 15 from CN Railroad to County JJ in the towns of Hortonia and Ellington and the village of Hortonville

Length of project: 3.6 miles

Schedule: June 2021 through October 2022

Description of work: This work is part of the WIS 15 4-lane, off-alignment expansion project scheduled for 2021-2024 in Outagamie County. This initial contract will be underway to complete the bypass portion. Work involves grading, base, landfill waste removal, culvert pipe, storm sewer, asphalt pavement, concrete curb and gutter, pavement marking, finishing, landscaping, bridge/drainage structures, retaining walls and incidental items.

Traffic Impacts: Most work on the bypass where the roadway does not conflict with existing roadways will be completed in stage one. Staging where proposed roadways conflict with existing roadways is as follows:

  • Stage 1 (late may/early June): All side roads will remain open to traffic with only short-term lane closures on County M and Nash Street for bridge construction activities.
  • Stage 2 (TBD): County MM will be closed for a maximum of 40 consecutive calendar days.
  • Short-term lane closure with flagging operations will be used on County M to construct the intersection with County MM.
  • Nash Street will be closed at the same time County MM is closed.
  • All other side roads will remain open.

WIS 55 (Main Street) Seymour Resurfacing

Location/limits: WIS 55 (Main Street) from WIS 54 to Lake Road in the city of Seymour

Length of project: 1.5 miles

Schedule: June to end of August 2021

Description of work: WIS 55 from WIS 54 to Lake Road will be resurfaced. Spot storm sewer, inlet, manhole and curb and gutter repairs will be performed. Curb ramps will be reconstructed south and north of downtown Seymour.

Traffic impacts: WIS 55 will remain open to traffic. Side road intersection approaches may be closed from time to time for storm sewer repairs and curb ramp reconstructions.

SHEBOYGAN COUNTY

 

WIS 23 Expansion

Project location/limits: From the west county line at Division Road in the town of Greenbush to County P in the town of Plymouth

Length of project: 7.42 miles

Schedule: Spring 2020 to summer/fall 2021 (continuation of 2019 work)

Description of work: This work is part of the WIS 23 4-lane, on-alignment expansion project scheduled for 2019-2022 in Sheboygan and Fond du Lac counties. Two separate contracts will be underway to complete this eastern portion in Sheboygan County. One contract is a continuation of the work started in 2019 to complete the grading of the additional lanes, and the other contract will complete the work with constructing the aggregate base and pavement on the additional lanes. Work involves grading, drainage culverts and inlets, aggregate base, concrete pavement, WIS 23 eastbound structure over the Ice Age Trail, completion of a wetland mitigation site, and other incidental items of work.

Traffic impacts: WIS 23 will generally remain open to one lane in each direction on either the existing lanes or added lanes, except for a single nighttime closure for construction of a culvert under the westbound lanes near Division Road. There may also be short durations where WIS 23 traffic is reduced to a single lane using flagging operations. See project website for local road impacts.

WIS 28 Roundabout Construction

Location/limits: The WIS 28 and County EE intersection project is located at the intersection of the towns of Lima, Wilson, Sheboygan, and Sheboygan Falls. The project is also adjacent to the city of Sheboygan Falls and the village of Kohler.

Length of project: 0.31 miles

Schedule: July 2020 to July 2021 (Construction expected to restart in spring 2021)

Description of work: This work involves reconstructing the existing WIS 28 and County EE intersection into a single lane roundabout. Construction includes grading, drainage culverts and inlets, aggregate base, asphaltic pavement, northeast wingwall modifications and polymer deck overlay on the WIS 28 structure over the Onion River.

I-43 and WIS 32 Resurfacing & Railroad work

Location/limits: I-43 from the south county line to Wilson/Lima Road in the towns of Wilson and Holland, and villages of Oostburg and Cedar Grove. WIS 32 from County D to I-43 in the town of Holland and village of Cedar Grove.

Length of project: 8.4 miles

Schedule: April 2021 to August 2021

Description of work: The work involves resurfacing I-43 and WIS 32, reconstructing the existing railroad crossing on WIS 32, adding sidewalk and modifying storm sewer on WIS 32. Work also includes concrete base patching, base aggregate, rumble strips, culvert pipe repairs, beam guard upgrades, pavement marking, and permanent signing.

Traffic impacts: Full closure of WIS 32 for a maximum of 30 consecutive calendar days for work on the railroad and adjacent WIS 32. Ramps at WIS 32 and County AA may be closed for a maximum of 2 consecutive calendar days. The park and ride lot located at I-43 and County AA shall be closed for a maximum of 2 consecutive calendar days. Single lane closures on I-43 will occur during permitted timeframes.

Detour: WIS 32 to I-43 to County V.

WINNEBAGO COUNTY

 

Racine Street Bridge

Location/limits: Fox River Bridge & Approaches, City of Menasha, Racine Street from Oak Street to 1st Street

Length of project: 0.37 miles

Schedule: September 2020 through November 2022

Description of work: Work includes replacing the existing bridge with a new bascule bridge generally just east of existing location. It also includes new roundabouts at the Racine Street intersections with Main Street on the north side of the river and Ahnaip Street on the south side of the river. Demolish and remove existing Racine Street Bridge.

Northeast Region Bridge and Overpass Deck Sealing

Location/limits: Various bridge surfaces at various locations.

Schedule: 20 working days. Deck sealing typically requires work during the warmer summer months but may occur anytime during the 2021 construction season.

Description of work: This work involves the maintenance sealing of concrete bridge decks on interstate highways, US highways, state highways, and some local roads that pass over these highways.

Traffic impacts: Lane closures will be allowed during non-peak hours. Non-peak hours vary depending on the bridge location.
