2019 Northeast Region Construction Preview

Northeast Wisconsin highway construction projects taking place in 2019

Wondering where highway construction is taking place in 2019 and how it will impact you? Look no further than here! Below is a listing of ALL 2019 construction projects under the authority of the Wisconsin Department of Transportation (WisDOT) Northeast Region. The list includes state projects on interstates, the United States highway system, and the Wisconsin state highway system. The Northeast Region includes the counties of Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan, and Winnebago. Projects are listed by county below.

Along with this annual advisory, we also will have weekly project updates on ALL active construction project for you. The weekly update is distributed every Friday, from April to November, and includes current construction activities for a two-week period and traffic impacts.

NORTHEAST REGION MUTIPLE COUNTY PROJECTS

 

Sign Bridge Repair and Replacement

Location/limits: Various highways in Brown, Door, Fond du Lac, Manitowoc, Marinette, Outagamie, Sheboygan, Winnebago.

Construction schedule:  Fall 2019

Description of work:  Work includes minor repair of existing sign bridges in Northeast Wisconsin.

Traffic impacts: Work will be performed under traffic with lane closures and flagging operations. Some repairs will require short-term shoulder and lane closures. Peak-hour work restrictions and message boards will be utilized for some closures.

Bridge Deck Sealing

Location/limits: Marinette, Oconto, Brown

Construction schedule: This is a 25-working day contract within the 2019 construction season. Start date TBA.

Description of work: This project performs deck sealing maintenance operations on various overpasses and bridges in Northeast Wisconsin.

Traffic impacts: Work will be completed under traffic with lane closures and flagging operations.

BROWN COUNTY

 

WIS 32(Ashland Avenue) and Parkview Road Intersection Improvement

Location/limits: WIS 32/Ashland Avenue and Parkview Road intersection in the city of De Pere

Length of project: Intersection only

Construction schedule: May through September 2019

Description of work: This project will modify the WIS 32/Ashland Avenue and Parkview Road intersection by realigning the Parkview Road approach creating an offset-T intersection with slotted left turn lanes on Ashland Avenue. This will address right-angle crash issues at this location. The project includes hot-mix asphalt pavement, grading, and storm sewer.

Traffic impacts: WIS 32/Ashland Avenue will be open to traffic at all times during the project. Lane closures will take place at certain times during construction. Parkview Road and access to businesses will be maintained throughout the project.

US 41 Resurfacing carryover work from 2018

Location/limits: US 41 from Lineville Road to Norfield Road within the village of Suamico

Length of project: 4.75 miles

Construction schedule: March 2018 to early summer 2019

Description of work: 2019 finishing work: A section of cable guard will be installed. Polymer overlays will take place on the bridge decks for US 41/US 141 over Riverside Drive, County B, and the CN Railroad. 2018 work (completed): US 41/US 141 resurfacing, pavement repairs, asphalt pavement, and shoulder grading. Bridge deck rehabilitation at US 41/US 141 over Riverside Drive, US 41/US 141 over County B, US 41/US 141 over CN Railroad, Harbor Lights Road over US 41/US 141, Norfield Road over US 41/US 141. Project also includes culvert repairs/replacements, median cable guard installation, beamguard replacement and new signing and pavement markings.

Traffic impacts: I-41 traffic will be maintained in both lanes in each direction during peak travel times. Lane closures and ramp closures will be allowed during non-peak hours. See project website for more information.

WIS 172/Fox River Bridge Painting

Location/limits: WIS 172 bridge over the Fox River in the villages of Ashwaubenon and Allouez

Length of project: 0.75 miles

Construction schedule: May 2018 to November 2019

Description of work: Blasting and painting of steel girders under the bridge. Temporary causeway installed in the river to allow equipment access to barges.

Traffic impacts: Off-peak lane closures on WIS 172 and WIS 57 (Riverside Drive). Shoulder closures on WIS 172. Various ramp closures of WIS 57/172 ramps. Flagging operations and various night closures of the Fox River Recreational Trail and Ashwaubomay Recreational Trail directly under the bridge. Boat traffic should be mindful of construction barge traffic and containment systems hanging below the bridge girders.

CALUMET COUNTY


US 10 Resurfacing

Location/limits: US 10 from WIS 114 in the city of Menasha to WIS 32/57 in the town of Forrest Junction

Length of project: 8.8 miles

Construction schedule: August 2019 to September 2019

Description of work: Work consists of milling and overlaying the existing asphaltic surface of US 10 in the project limits including the roundabout at the US 10 and County N intersection. The roundabouts at US 10/WIS 55 and US 10/WIS 32/57 are not included in the project limits. The paved shoulders will be widened from three feet to five feet, and centerline and shoulder rumble strips will be applied to the new pavement surface.

Traffic Impacts: A short-term detour (up to two weeks) will be posted during resurfacing at the US 10/County N roundabout. For the remainder of the project, US 10 will remain open to traffic. Temporary single lane closures with flaggers will be utilized during daylight hours during construction operations. Access to properties will be maintained at all times.

Detour: US 10 will be detoured via WIS 114 and WIS 55. County N will be detoured via WIS 114, WIS 55 and County KK.

WIS 114 Resurfacing

Location/limits: WIS 114 from WIS 55 in the village of Sherwood to WIS 32/57 in the village of Hilbert.

Length of project: 6.4 miles

Construction schedule: August 2019 to September 2019

Description of work: Work includes milling and overlaying the existing asphaltic surface. Centerline and shoulder rumble strips will be applied to the new pavement surface.

Traffic Impacts: WIS 114 will remain open to traffic. Work will be conducted under temporary single lane closures with flagging operations. Access to properties will be maintained at all times.

CALUMET AND MANITOWOC COUNTIES

 

US 151 Resurfacing

Location/limits: US 151 from WIS 67 to Industrial Drive in the city of Chilton

Length of project: 5.6 miles

Construction schedule: August 2019 to September 2019

Description of work: Work includes milling and overlaying the existing asphaltic surface, replacing cross-culvert pipes, and improving the railroad crossing surface east of Chilton. The paved shoulders will be widened from 3 feet to 5 feet, and centerline and shoulder rumble strips will be applied to the new pavement surface.

Traffic Impacts: A short-term detour (less than two weeks) will be posted during the replacement of the cross-culvert pipes and railroad crossing work. For the remainder of the project, US 151 will remain open to traffic. Work will be conducted under temporary single lane closures with flagging operations. Access to properties will be maintained at all times.

DOOR COUNTY

 

WIS 42 Resurfacing

Location/limits: WIS 42 from Gibraltar Road in the town of Gibraltar to Country Walk Drive in the village of Sister Bay

Length of project: 6.56 miles

Construction schedule: May 2019 to October 2019. There will be no work during the months of July and August due to peak tourism season.

Description of work: This project will mill off the existing asphalt surface and place a new asphalt surface. The project also includes storm sewer repairs, culvert replacements, beam guard replacement, and pavement marking.

Traffic impacts: Work will be completed under traffic with flagging operations.

WIS 42 Resurfacing (Fish Creek)

Location/limits: WIS 42 from Bluff Lane to Gibraltar Road in Fish Creek

Length of project: 1.18 miles

Construction schedule: October 2019 to June 2020. Work will be staged to avoid local festivals and holiday weekends due to tourism reasons.

Description of work: This project will mill the existing asphalt surface and replace with a new asphalt surface. Project also includes the addition of curb and gutter, storm sewer, and sidewalk from Windmill Lane to the YMCA pedestrian crossing lighting throughout Fish Creek along WIS 42, the addition of a turn lane and sidewalk along Shore Road, storm sewer repairs, storm sewer outfall relocation at Fish Creek Beach, curb ramp upgrades, retaining walls, and pavement marking.

Traffic impacts:

  • Fall 2019 – Southbound WIS 42 traffic will be detoured using County F, County A and County E. Northbound traffic will remain on the same roadway. Detour will be removed for specific festival weekends.
  • Spring 2019 – WIS 42 will be detoured from the start of construction in spring to Memorial Day using County A and County E. Road closure is from Windmill Lane to the YMCA pedestrian crossing. Access to Gibraltar Schools will be from Gibraltar Road.
  • Spring 2019 – WIS 42 will be detoured from Memorial Day weekend to the end of June using County A and County F. Road closure is from County F to the YMCA pedestrian crossing.       Access to Gibraltar Schools will be from Gibraltar Road.

WIS 42 Resurfacing

Location/limits: WIS 42 from County X (South County Line) to the south Junction of WIS 42 and WIS 57 in the south of the city of Sturgeon Bay

Length of project: 7.83 miles

Construction start/finish schedule: This is a 55-working day contract within the 2019 construction season. Dates TBA.

Description of work: This project will mill off the existing asphalt surface and place a new asphalt surface. The project also includes storm sewer repairs, culvert replacements, beam guard, and pavement marking.

Traffic impacts: Work will be completed under traffic using lane closures with flagging operations.

FOND DU LAC COUNTY

 

US 45 Eden Reconstruction

Location/limits: US 45 from Elm Street to the north village limits in the village of Eden

Construction Schedule: Fall 2018 to fall 2019

Length of project: 0.91 miles

Description of work: The US 45 Eden reconstruction project will fully reconstruct the portion of US 45 within the Eden village limits and 400 feet of County B. Reconstruction in 2019 includes complete removal and replacement of the highway structure, including the sub-surface level. Other improvements include replacing large culvert on County Road B (finished fall 2018), widening and replacing a railroad crossing at County B and removing railroad traffic signals (finished fall 2018), widening the roadway 1 to 2 feet, replacing terraces in kind, replacing storm sewer, installing a bump-out at a mid-block crossing on Fond du Lac Avenue. Curb and gutter, new signing and pavement markings will also take place.

Traffic impacts: US 45 will be closed to through traffic during the 2019 construction season.

Detour: US 45 detour will use US 45 to WIS 28 to I-41 to US 151 to US 45.

WIS 23 Resurfacing and Intersection Improvements

Location/limits: WIS 23 from Townline Road in the village of Rosendale to County VVV/Rolling Meadows Drive in the city of Fond du Lac

Construction schedule: Begins after July 19 and will be completed in the fall of 2019

Length of project: 1.94 miles

Description of work: This project will resurface WIS 23 in the project limits and add a left turn and right turn lane at the intersection of WIS 23 and Esterbrook Drive. Slotted left turn lanes will be added at the WIS 23/County VVV intersection along with new signal upgrades. Concrete base patching and culvert pipe replacement will be conducted throughout the project limits. Project is partially funded by the federal Highway Safety Improvement Program (HSIP).

Traffic impacts: WIS 23 will be closed to through traffic for a maximum of 35 working days from Esterbrook Drive to County VVV. Work will be conducted under flagging operations when the detour is not in place.

Detour: WIS 23 will be detoured using northbound I-41 to southbound WIS 26 to WIS 23.

WIS 67 Resurfacing

Location/limits: WIS 67 from Golden Corners Road to Baumann Street in the village of Campbellsport

Length of project: 5.65

Construction Schedule: Work will be conducted in summer and fall of 2019

Description of work: This project will resurface WIS 67 in the project limits. Minor changes to cross drains, such as extensions and culvert relining will also take place. Work also includes apron and end wall reattachment, ditch grading, and concrete surface repair. Culverts will be cleaned of debris and sediment to improve the drainage. Some culvert structures will require additional ditch grading to improve flow to and from the culvert.

Traffic impacts: WIS 67 will remain open to traffic. Work will be conducted using lane closures and flagging operations.

KEWAUNEE COUNTY

 

WIS 42 Emergency Culvert Repair

Location/limits: 8th Road to 9th Road in the town of Pierce

Length of project: Spot location

Construction schedule: Fall 2019. Approximately 2 weeks in duration.

Description of work: This project replaces a deteriorating culvert pipe with a new pipe.

Traffic impacts: Road will be closed to through traffic.

MANITOWOC COUNTY

 

Waldo Blvd (US 10) Reconstruction

Location/limits: US 10/Waldo Blvd in the city of Manitowoc from County R to Maritime Drive

Length of project: 1.18 miles

Construction schedule: April 2019 to December 2019

Description of work: Urban reconstruction from 14th Street to Maritime Drive. The reconstruction segment will include a four-lane roadway with wider shoulders, sidewalk replacement, water main, sanitary sewer, storm sewer and curb/gutter. Construction of a roundabout at WIS 42 and Maritime Drive intersection. Realignment of Menasha Avenue intersection. Work also includes signal replacement at the intersections of 11th Street, and 8th Street (County B). A resurfacing project north of 14th Street will take place in 2020.

Traffic impacts: Waldo Blvd. will be closed in portions of the work zone during construction. WIS 42 will be detoured during construction of the roundabout. Please see project website specific dates of closures.

US 151 Resurfacing

Location/limits: US 151 from I-43 to Jackson Street in the city of Valders

Length of project: 8.5 miles

Construction schedule: May to mid-August 2019

Description of work: Resurfacing of US 151 using cold-in-place recycling of pavement, hot-mix asphalt, concrete base patching, beamguard repair, new signing and traffic signals, culvert repair and pavement marking.

Traffic impacts: Resurfacing will be conducted under traffic using lane closures and flagging operations. At least one lane of US 151 will remain open during construction. Some nighttime full closures may occur around Silver Street and I-43. Message boards will be posted 7 days before any full closure.

County FF/I-43 Bridge Deck Overlay

Location/limits: County FF over I-43 in Manitowoc County

Length of project: On-bridge

Construction schedule:  Fall 2019

Description of work:  Concrete patching and overlay of bridge deck, beamguard replacement, hot-mix asphalt, and pavement markings.

Traffic impacts: County FF over I-43 will be CLOSED for the duration of the project.

Detour: No detour will be posted.

OCONTO COUNTY

 

US 41 Median Cable Guard Installation

Location/limits: US 41 through the towns of Little Suamico, Abrams and Oconto.

Length of project: 11.47 miles

Construction schedule: Late spring to early summer 2019

Description of work: Carryover work from 2018 project includes installation of remaining cable barrier, pavement markings, and landscaping.

Traffic impacts: Majority of project will be completed under traffic via lane closures during off-peak hours.

Peshtigo Brook Wetland Mitigation Site

Location/limits: Along WIS 64 in the towns of Brazeau and Bagley.

Construction schedule: Mid-summer to late fall 2019

Description of work: Wetland mitigation site construction by converting agricultural land to wetlands.

Traffic impacts: Majority of work will be completed in agricultural areas with minimal impact to traffic. Lane closures on WIS 64 will be allowed for approximately one week to install drainage structures. During lane closures, traffic will be maintained via flagging operations.

WIS 32 Mountain Resurfacing

Location/limits: WIS 32 from County AA to Parkway Drive in the town of Mountain

Length of project: 4.96 miles

Construction schedule: June through September 2019

Description of work: This project includes milling and resurfacing with hot-mix asphalt pavement, applying pavement marking, and installing centerline and shoulder rumble strips.

Traffic impacts: WIS 32 will be open to traffic during construction. Work will be conducted using lane closures and flagging operations.

WIS 32 North Branch Oconto River Bridge Deck Overlay

Location/limits: North Branch Oconto River Bridge

Length of project: On-bridge

Construction schedule: June through August 2019

Description of work: This project is a bridge deck overlay on WIS 32 over the North Branch of the Oconto River and includes resurfacing of the approaches.

Traffic impacts: The bridge deck overlay will be completed in halves to maintain at least one lane of traffic for the duration of the work. WIS 32 will be open to traffic during construction, but will be reduced to a single lane with the use of temporary traffic signals.

WIS 32 Mountain to Lakewood Resurfacing

Project limits: WIS 32 from County W in the town of Mountain to Big Hill Road in the town of Lakewood

Length of project: 9.23 miles

Construction schedule: June to September 2019

Description of work: This project includes milling and resurfacing with hot-mix asphalt pavement, applying pavement marking, and installing centerline and shoulder rumble strips.

Traffic impacts: WIS 32 will be open to traffic during construction. Work will be conducted using lane closures and flagging operations.

WIS 32 – Pensaukee River Bridge Replacement

Project limits: WIS 32 bridge over the Pensaukee River in Krakow

Length of project: On bridge

Construction schedule: July 2019 to late September 2019

Description of work: This project will replace the existing structure on WIS 32 over the Pensaukee River with a new structure and retaining walls.

Traffic impacts: WIS 32 will be closed at the bridge and traffic will be detoured. Access to properties will be maintained.

Detour: The detour route for northbound WIS 32 will start at WIS 32 to WIS 29 to WIS 117 to WIS 22 to WIS 32. The detour for southbound WIS 32 will start at WIS 32 to WIS 22 to WIS 117 to WIS 29 to WIS 32.

  • Note: State detour routes are for typically for long-haul trucks. Local traffic may have shorter routes using local or county roads.

SHEBOYGAN COUNTY

 

WIS 23 Expansion

Location/limits: WIS 23 from the West Sheboygan/Fond du Lac County line to County P in the city of Plymouth.

Length of project in miles:  7.42 miles

Construction schedule:  Late May to mid-November 2019.

Description of work:  This work is part of the WIS 23 4-lane, on-alignment expansion project scheduled for 2019-2021 in Sheboygan and Fond du Lac counties. Work will begin in Sheboygan County and includes subgrade construction of the additional lanes in the Sheboygan County work zone, grading, drainage culverts and inlets, westbound structure over the Mullet River, westbound structure over the Ice Age Trail, wetland mitigation site, and other incidental items of work.

Traffic impacts: WIS 23 will remain open to one lane in each direction on the existing lanes at all times except for a single nighttime closure for construction of a culvert near Division Road.

Detour: A single nighttime WIS 23 closure and associated detour will be required when constructing a culvert located approximately 900 feet east of Division Road. The short term WIS 23 detour will follow County G, County C, and County T.

Sheboygan River and Otter Creek Bridge Painting

Location/limits: Sheboygan River bridge and otter Creek bridge on WIS 57 between Kiel and Plymouth.

Length of project: On-bridge

Construction start/finish schedule:  Approximately one month painting project to be completed anytime between April and mid-August 2019.

Description of work:  Blasting and painting of steel girders on two bridges over the Sheboygan River and Otter Creek. The Otter Creek bridge will also receive a polymer overlay on the bridge deck.

Traffic impacts: Bridges will be closed to all traffic during the work.

Detour: The detour for the Otter Creek Bridge closure is via County J, WIS 67, WIS 23. The detour for Sheboygan River Bridge closure will be via County EH, County MC, and WIS 32.

WINNEBAGO COUNTY

 

WIS 441 Tri-County Expansion Project

Location/Limits: Calumet, Outagamie, Winnebago counties

Wolf River Bridge Fishing Platforms

Location/limits: WIS 116 (Main Street) in village of Winneconne from 2nd Street to 2nd Avenue

Length of project: Wolf River Bridge

Construction schedule: New fishing platforms construction from late 2018 to fall 2019

Description of work: Construct two new fishing platforms in the location of former WIS 116 bridge that extend out roughly 230 feet from each river bank,

Traffic impacts: WIS 116 will remain open to two-way traffic on new bridge with flagging operations during construction of new fishing platforms. There may be short-term closures of North 1st Street and North 1st Avenue.

WIS 26 Resurfacing

Location/limits: WIS 26 from the south county line to I-41 in the city of Oshkosh

Length of project:  4.29 miles

Construction schedule:  Early May to late July 2019

Description of work: Work includes milling/resurfacing of existing roadway, replacement of three culverts, beamguard, shoulder gravel, permanent signing, and pavement marking.

Traffic impacts: WIS 26 will remain open to traffic with flagging operations for the majority of project except for a 12-consecutive calendar day period when it will be closed and detoured. During these 12 days, the three culverts will be replaced and milling/resurfacing work within the 4-lane segment on the north end of project will be completed.

Detour: The detour route will follow I-41 to US 151 for the 12-day closure. An alternate route will be signed for the remainder of the project that follows I-41 to US 151 to divert some traffic and improve safety within the work zone.

WIS 21 Resurfacing

Location/limits: WIS 21 from the west county line to WIS 116 in the city of Omro

Length of project:  6.88 miles

Construction schedule: Approximately two-month construction timeframe between July and October 2019.

Description of work: Work includes milling/resurfacing of existing roadway, shoulder gravel, permanent signing, and pavement marking.

Traffic impacts: WIS 21 will remain open to traffic with flagging operations. Work will be restricted during holiday and special event timeframes.

WIS 116 Resurfacing

Location/limits: WIS 116 from WIS 91 in Waukau (town of Rushford) to WIS 21 in the city of Omro

Length of project:  4.73 miles

Construction schedule: Approximately two-month construction timeframe between July and October 2019.

Description of work: Work includes milling/resurfacing of existing roadway, shoulder gravel, minor work at curb ramps within City of Omro, and pavement marking

Traffic impacts: WIS 116 will remain open to traffic with flagging operations. Work will be restricted during holiday and special event timeframes.
