Roadway Construction

What time of the year does construction start? What time of the day?

Construction starts approximately in early April each year, and continues to approximately
November (weather permitting). Standard Construction hours begin at 6 a.m. and end at 10 p.m.
Utility work would likely require work outside of standard hours, 7 days per week.

Will there be a detour during construction?

Yes, there will be both vehicle and truck detour routes provided. Belknap Street will have one lane
open in each direction. It is recommended that truck traffic and thru trucks use the truck detour
routes provided. Delivery trucks would still be able to use Belknap Street on a limited basis.

Are side streets available during construction?

Alternating side streets will be open. Occasional closures would be required for utility work.
Temporary access may be needed to access homes and businesses.

How much change in access to homes/businesses will there be during construction?

Belknap Street will have one lane open in each direction. At times, temporary access will need to be used.

How can residents get to homes if Belknap Street or side streets are closed?

During construction work, the City will allow side streets and alleys that are now one-
way to be bi-directional.

What utilities will be replaced/added?

The US 2, Belknap Street project will add storm sewer, replace water main and services.

How will owners be notified of utility interruptions?

There will be biweekly meetings for stakeholders to receive information about construction
and utility scheduling.

What if property owner would like utility connection in a different location than current?

Customers would need to request in writing to the corresponding utility company about new connections.

How long may I be affected by water outages?

Shut-offs are expected for short term connections to new main. Property owners are
notified prior to shut-offs occurring.


General Project and Design

How is the project funded?

City, State, and Federal funds contribute to the project.

What is the proposed speed limit?

The speed limit will remain at 30 mph.

Where is parking being gained/lost?

Parking will be in approximately the same locations, with slight changes in the amount of parking spaces on Belknap Street primarily due to alterations in bus stop locations. However, some side streets will have an increased number of parking spaces.

Why are accesses being closed/shared?

Creation of efficient access points reduces driver confusion and increases safety. With a high crash history on Belknap Street, it is important to increase safety and reduce the number of accesses whenever feasible.

Who will take care of the trees and shrubs?

Proposed trees and shrubs will be placed according to the planting and streetscape plan, agreed upon with the City. The City and the Business Improvement District have committed to contractually maintaining and protecting the landscape items for long-term sustainability.

What is being done to improve pedestrian safety?

New sidewalks will have uniform slopes to meet current ADA standards. Curb extensions on select corners will decrease pedestrian crossing distance. In limited locations, pedestrian refuge medians will be added. Rectangular Rapid Flashing Beacons (RRFBs) will be at the Hughitt, Baxter, and Pine Avenue intersections, and west of Fisher Avenue.

Why are turn lanes and bus pullouts being added?

Left-turn lanes will allow turning vehicles to stop in a safe location, out of the through lanes, reducing rear end collisions. Similarly, bus pullouts allow for the bus to stop in a safe location, out of the through lanes, increasing the safety of the passengers boarding and alighting.

What effects does the installation of storm sewer have?

The addition of the storm sewer will have many benefits. It will reduce the surface water load on the sanitary system, and the roadway and surrounding area will have better drainage.
